In February 2012, county correctional facilities and jails in Clackamas, Jackson, Linn, Lincoln, Marion, NORCOR, Polk, Umatilla, Washington, and Yamhill counties incarcerated 163 criminal aliens for various crimes that had U.S. DHS–ICE Holds placed on them by U.S.DHS–ICE agents.

Total ICE Holds: 163

(1) NORCOR, an acronym for Northern Oregon Regional Correction Facilities, incarcerates prisoners for Hood River, Wasco, Sherman, Gilliam, and Wheeler counties.

(2) Umatilla County Jail incarcerates prisoners for Umatilla and Morrow counties and Confederated Tribes of the Umatilla Indian Reservation.

As a group, for the 2 months of 2012, the preceding 10 county correctional facilities and jails incarcerated an average of 159 criminal aliens per day.

Linn adds E-Verify

The story: In December, Salem resident David Cross asked the board of commissioners whether Linn County participated in the Department of Homeland Security’s E-Verify data, which can help employers determine whether someone has legal residency status in the U.S. The commissioners thought they had been using E-Verify, but were actually making in-depth background checks through the Social Security Administration database.

The latest: According to county administrator Ralph Wyatt, staff recently completed training with the E-Verify system and the county is now registered to use the free system. In addition to searching the Social Security database, E-Verify also searched more than 80 million Department of Homeland Security records. Seventeen of Oregon’s 36 counties are registered with E-Verify.

It has been an interesting forth full week in the month of February when it comes to criminal aliens here in the State of Oregon.

Wednesday, February 22nd, the Washington County Jail in Hillsboro, Oregon had 67 criminal aliens incarcerated at the jail, 11.71% of the jail population the United States (U.S.) Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) agents had identified as possibly being in the county illegally. Four of the 67 criminal aliens with U.S. DHS–ICE holds at the Washington County Jail were involved in some type of drug crime, 5.97% of the alien jail population (heroin, methamphetamine, cocaine, and marijuana).

This week we have a pair of criminal aliens of the week to report to your radio listeners.

Saturday, February 18th, Cesar Villano-Salazar and Pedro Gonzalez-Lopez were arrested by police and charged with first-degree robbery, second-degree robbery and unlawful use of a weapon.

When the police arrested this machismo dynamic duo of south-of-the-border criminal activity, Villano-Salazar was found to be armed with a large screw driver and Gonzalez-Lopez was armed with an 8-inch kitchen knife.

The victim of Villano-Salazar and Gonzalez-Lopez’s attempted criminal activity was a teenager at a Gresham MAX platform.

Cesar Villano-Salazar and Pedro Gonzalez-Lopez are now incarcerated at the Multnomah County Jail in Portland where they have been identified by U.S. DHS–ICE agents as possibly being in the county illegally, consequently, ICE agents have placed ICE holds on them.

Currently there are 67 Foreign Nationals (criminal aliens) incarcerated at the Washington County Jail in Hillsboro, Oregon for various crimes who have United States (U.S.) Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Holds placed on them by U.S. DHS–ICE.

It has been an interesting third full week in the month of February when it comes to criminal aliens here in the State of Oregon.

Wednesday, February 15th, the Marion County Correctional Facility (MCCF) in Salem, Oregon had 38 criminal aliens incarcerated at the jail, 9.59% of the jail population the United States (U.S.) Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) agents had identified as possibly being in the county illegally. Four of the 38 criminal aliens with U.S. DHS–ICE holds at the MCCF were involved in some type of drug crime, 10.53% of the alien jail population (methamphetamine and heroin).

Thursday, February 16th, Northern Oregon Regional Corrections (NORCOR) in The Dalles, Oregon had nine criminal aliens incarcerated at the jail, 10.23% of the jail population the U.S. DHS–ICE agents had identified as possibly being in the county illegally. Three of the nine criminal aliens with U.S. DHS–ICE holds at the NORCOR were involved in some type of drug crime, 33.33% of the alien jail population (marijuana).

Wednesday, February 8th in a Washington County Circuit Court, 61-year old Serafin Vega Bernabe was convicted of first degree sex abuse.

The judge sentenced Vega Bernabe to a term of 75 months in Oregon’s state prison system.

A little background on Vega Bernabe’s crime, his victim was an 11-year old girl who he was caught openly molesting in a Washington County park.

Serafin Vega Bernabe while being incarcerated at the Washington County Jail in Hillsboro was identified by U.S. DHS–ICE agents as possibly being in the county illegally subsequently they place an ICE hold on him.
