On February 1, 2021 Oregon’s Marion County had 201 of the 768 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 26.17 percent of the criminal aliens in DOC prisons.

Criminal aliens from 16 identified countries have harmed or victimized Marion County residents.

Foreign nationals who declared their country or origin as being Mexico were 167 of 201 criminal aliens from Marion County incarcerated in the DOC prison system — 83.08 percent of the county’s alien inmates in the state’s prisons.

It has been an interesting last week in the month of March when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we examine a U.S. Immigration and Customs (ICE) immigration enforcement story from the state of Washington.

Some back ground information, the “Criminal Alien of the Week Report” is always looking for ICE immigration enforcement stories; ICE Office Public Affairs (OPA) sent a news release / statement to the “Criminal Alien Report” on three criminal aliens removed from the United States to Mexico on March 23, 2021 that was also published on the ICE News Releases website.

ICE removes 3 individuals convicted of sex crimes against children

March 30, 2021

SEATTLE U.S. Immigration and Customs Enforcement (ICE) officers removed three public safety threats who combined have criminal convictions by the state of Washington that include child molestation, rape of a child, and sex abuse. All three Mexican citizens and were removed to Mexico, March 23.

“In keeping with our overarching mission and enforcement priorities, it remains paramount that we continue to focus our efforts and resources against those who pose the greatest threat to public safety – that absolutely includes apprehending and removing sexual predators, such as these, who prey on and victimize children,” said ICE’s Enforcement and Removal Operations (ERO) Seattle Field Office Director Nathalie Asher.

The following individuals came to the attention of ICE’s ERO officers as a result of their criminal convictions:

• Manuel Alvarez-Vazquez, 56, convicted by the Superior Court of Washington for Pierce County of child molestation and sentenced to 75 months confinement. He was taken into ICE custody upon his release from the Stafford Creek Corrections Center in Aberdeen, Feb. 18;

• Margarito Gordian Cruz, 49, convicted by the Superior Court of Washington for Yakima County of child molestation, rape of a child, and sex abuse and sentenced to 116 months confinement. He was taken into ICE custody upon his release from the Stafford Creek Corrections Center, Feb. 18; and

• Alfredo Maldonado-Maldonado, 29, convicted by the Superior Court of Washington for Snohomish County of rape of a child and sentenced to 20 months confinement. He was taken into ICE custody following his release from the Washington State Department of Correction in Shelton, Feb. 19.

ICE is now implementing the interim civil immigration enforcement priorities directed by the U.S. Department of Homeland Security (DHS) to focus its limited resources on threats to national security, border security, and public safety. ICE continues to carry out its duty to enforce the laws of the United States in accordance with the Department’s national security and public safety mission.

Fortunately for the public safety of the citizens and residents of the state of Washington ICE Enforcement and Removal Operations (ERO) is able to tract the release dates of criminal aliens from the Washington Department of Corrections (DOC), like Mexican national sex offender’s Margarito Gordian Cruz, Alfredo Maldonado Maldonado and Manuel Alvarez-Vazquez, so they can eventually be removed from the country.

Information obtained from the Oregon Department of Corrections (DOC) indicated on February 1, 2021 revealed that 45 of the 768 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 5.86 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on February 1st in the state’s prisons for drug crimes.

The 45 criminal aliens in the DOC prison system incarcerated for drug crimes were 7.19 percent of all inmates, domestic and foreign, in the state’s prisons for drug crimes.

Criminal aliens were incarcerated in DOC prisons for drug crimes from 14 of 36 Oregon counties — 38.89 percent of the counties in the state.

Five Oregon counties, Washington (10 alien drug criminals), Marion (7 alien drug criminals), Multnomah (7 alien drug criminals), Jackson (5 alien drug criminals), and Clackamas (4 alien drug criminals) had 33 of 45 criminal alien inmates incarcerated in DOC prisons for drug crimes — 73.33 percent of the alien inmates incarcerated for drug crimes.

SEATTLE – U.S. Immigration and Customs Enforcement (ICE) officers removed a Mexican national Tuesday, who is a dangerous public safety threat with convictions in both Washington and Oregon for egregious crimes including first degree child molestation, first degree attempting to commit sexual penetration, and first degree attempting to commit sexual abuse.

Juan Manuel Enriquez-Martinez, 40, was convicted June 23, 2015 in the Wasco County Circuit Court of Oregon of attempting to commit sexual penetration and for attempting to commit sexual abuse in the first degree for which respective sentences of 56 months and 14 months confinement were imposed.

On Jan. 19, 2016, Enriquez-Martinez was convicted in the Klickitat Superior Court for the State of Washington of child molestation in the first degree for which a sentence of 68 months confinement was imposed.

Enriquez-Martinez came to the attention of ICE’s Enforcement and Removal Operations (ERO) officers as a result of his criminal convictions.

On March 1, 2016, ICE ERO’s Portland office lodged an immigration detainer on Enriquez-Martinez with the Federal Correction Institution in Sheridan, Oregon where he was being detained. ICE lodges immigration detainers on individuals like Enriquez-Martinez who have been arrested on local criminal charges and who are suspected of being removable, so that ICE can take custody of that person when he or she is released from local custody.

On Feb. 22, 2021 the Washington Department of Corrections transferred custody of Enrique-Martinez to ICE.

On March 10, 2021 an immigration judge ordered Enriquez-Martinez removed to Mexico and Enriquez-Martinez waived his right to appeal the decision.

Enriquez-Martinez was removed from the United States via an ICE Air Operations charter flight and transferred to the custody of Mexican authorities.

ICE is now implementing the civil immigration enforcement priorities directed by the U.S. Department of Homeland Security (DHS) on Jan. 20, to focus its limited resources on threats to national security, border security and public safety. ICE will continue to carry out its duty to enforce the laws of the United States in accordance with the Department’s national security and public safety mission.”

Fortunately for the public safety of the citizens and residents of the United States the Mexican government is accepting the return of the country’s criminal citizens by allowing ICE Air Operations to transport them home.

Information obtained from the Oregon Department of Corrections (DOC) indicated on February 1, 2021 that 171 of 768 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for the crime of rape — 22.27 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for rape in DOC prisons does not necessarily equal the number of Oregon residents victimized by the violent crime of rape).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number of criminal alien inmates along with the number and percentage of those alien inmates incarcerated on February 1st in the state’s prisons for the crime of rape.

Significant numbers, the 171 criminal aliens in the DOC prison system incarcerated for rape were 17.67 percent of all inmates, domestic and foreign, in the state’s prisons for the crime of rape.

Five Oregon counties Washington (47 alien rapists), Marion (45 alien rapists), Multnomah (25 alien rapists), Lane (14 alien rapists) and Clackamas (8 alien rapists) had 139 of 171 criminal alien inmates incarcerated in DOC prisons for the crime of rape — 81.29 percent of the alien inmates incarcerated for rape.

Criminal aliens from 21 identified countries incarcerated in DOC prisons have raped Oregon residents.

Foreign nationals who declared their country or origin as being Mexico were 138 of 171 criminal aliens convicted of rape incarcerated in the DOC prison system — 80.70 percent of the alien rapists in the state’s prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on February 1, 2021 that 437 of 768 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for three types of sex crimes — rape, sex abuse and sodomy — 56.90 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for sex crimes in DOC prisons does not necessarily equal the number of Oregon residents victimized by alien rape, sex abuse and sodomy.).

Seven Oregon counties, Marion (119 alien sex offenders), Washington (101 alien sex offenders), Multnomah (75 alien sex offenders), Lane (25 alien sex offenders), Clackamas (23 alien sex offenders), Yamhill (14 alien sex offenders) and Jackson (13 alien sex offenders) had 370 of 437 criminal alien inmates incarcerated in DOC prisons for sex crimes — 84.67 percent of the alien sex offenders incarcerated in the state’s prisons.

It has been an interesting third full week in the month of March 2021 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we have a report for your radio listeners on two criminal illegal aliens who have been convicted and sentenced in federal court for bank fraud and aggravated identity theft in the state of Oregon.

Some back ground information, the “Criminal Alien of the Week Report” is always looking for U.S. Immigration and Customs Enforcement (ICE) immigration enforcement stories; U.S. Department of Homeland Security, Homeland Security Investigations (HSI), Public Affairs Specialist Jonathan Moor sent this week’s report the following news release on Wednesday, March 10, 2021:

“HSI Portland arrest lands Romanian card skimmer 4 years prison

PORTLAND, Ore. – Ciprian Simion, 35, of Romania, received a 48-month federal prison sentence today because of a Homeland Security Investigations (HSI) Portland probe into his role in a credit card skimming scheme.

Simion is an experienced credit card skimmer, who was previously arrested in New York City in April 2018 for using fake ATM cards and pins to withdraw cash. Simion consented to a search of his hotel room, where officers found nearly 100 forged debit cards and three forgery devices. He was later indicted by a New York grand jury on more than 200 counts related to his fraud activity. The New York court issued a warrant for his arrest in August 2018. At some point after being charged in New York, Simion relocated to Oregon, where he stole at least 354 account numbers.

“Not learning his lesson in New York, Mr. Simion tried his exploits in Portland where he quickly found out that Portland Police and Homeland Security Investigations were ready to shut down his scheme to defraud the hard-working people of Portland. HSI and its partners will continue to pursue fraudsters who skim banking information from unsuspecting victims,” said Special Agent in Charge Robert Hammer, who oversees HSI operations in the Pacific Northwest.

Simion’s sentence also includes five years’ supervised release and an order to pay more than $27,000 in restitution, according to Acting U.S. Attorney Scott Erik Asphaug.

His precise movements in the months leading to his arrest in Oregon are unknown. Around March 2019, Simion and his accomplice Gabriel Tigmarau, 51, also of Romania, installed a credit card skimmer on a Rivermark Community Credit Union ATM in Newberg, Oregon. Simion and Tigmarau later removed the device to obtain stolen account information and pins, damaging the ATM in the process. Around the same time, the pair installed skimming devices on several other area ATMs. Simion and Tigmarau used the stolen account information to produce counterfeit credit and debit cards and withdraw cash from local ATMs.

Officers from the Portland Police Bureau arrested Simion and Tigmarau in April 2019, after they were caught tampering with an IBEW Credit Union ATM on SE Washington Street in Portland. Officers seized several counterfeit bank cards and a skimming device from the pair. A federal grand jury in Portland returned an eleven-count indictment charging the pair with conspiracy to commit bank fraud, counterfeit access device fraud, illegal possession of device-making equipment, bank fraud, and aggravated identity theft. Simion pleaded guilty to one count each of bank fraud and aggravated identity theft. This case was prosecuted by Quinn P. Harrington, Assistant U.S. Attorney for the District of Oregon. Simon’s New York state charges are still pending.

In November 2020, Tigmarau pleaded guilty to the same charges. He was sentenced Feb. 17, 2021 to 42 months in federal prison and five years’ supervised release.

Seeking information on the immigration status of Gabriel Tigmarau and Simion Ciprian, the “Criminal Alien of the Week Report” on Friday, March 12, 2021 contacted via e-mail U.S. Immigration and Customs Enforcement (ICE) Northwest Regional Communications Director (RCD) Tanya Roman.

On Tuesday, March 16, 2021 ICE Northwest Regional Communications Director Roman sent via e-mail the following statement on Gabriel Tigmarau and Simion Ciprian:

“Gabriel Tigmarau and Simion Ciprian are citizens of Romania and in the United States illegally. U.S. Immigration and Customs Enforcement (ICE) encountered both men April 27, 2019, at the Multnomah County Jail where they were being held on local charges and lodged immigration detainers with the jail.

On Feb. 27 and March 10, 2021, respectively, Tigmarau and Ciprian were convicted in federal court of bank fraud and aggravated identity theft. Both men are currently being held at the Sheridan Federal Correctional Institution.” – Tanya Roman, ICE Northwest Region Communications Director.

When Gabriel Tigmarau (Register Number: 81390-065) and Ciprian Simion (Register Number: 81451-065) complete sentences in the U.S. Federal Bureau of Prisons (BOP) Sheridan FCI located in Sheridan, Oregon, they will likely face removal from the country.
