On June 1, 2022 Oregon’s Marion County had 173 of the 639 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 27.07 percent of the criminal aliens in DOC prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on June 1, 2022 revealed that 15 of the 639 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 2.35 percent of the criminal alien prison population.

Twenty- five years ago today Portland Police Bureau (PPB) Officer Thomas Layton Jeffries, age 35, died from injuries he received on Sunday, July 20, 1997 in the line of duty in Multnomah County, Oregon.

Officer Jeffries was the victim of an armed criminal alien.

Some background information on the shooting incident that took the life of Portland Police Bureau Officer Thomas Layton Jefferies:

Portland Police Bureau Officer Jefferies was trying to arrest Eufronio Hernandez-Hernandez who was wanted in connection with shooting a seven year old child. PPB Officer Jefferies was backing up another police officer when Jefferies was shot as he exited his patrol car. Although mortally wounded, PPB Officer Jefferies was able return gun fire wounding Eufronio Hernandez-Hernandez in the leg.

The criminal case against Eufronio Hernandez-Hernandez (Case Number: 970735209) was prosecuted in Multnomah County.

The results of a recent Oregon Judicial Department – Online Records Search revealed on November 11, 1998 in a Multnomah County Circuit Court Eufronio Hernandez-Hernandez was sentenced on four counts of Aggravated Murder, three counts of Attempted Murder and one count of Assault in the First Degree resulting in him receiving life without parole in prison for killing PPB Officer Thomas Layton Jefferies.

Currently Eufronio Hernandez-Hernandez (SID: 12371205; DOB: 06/08/1977) is incarcerated in the Oregon Department of Corrections (DOC) prison system at the Two Rivers Correctional Institution (TRCI) located near Umatilla, Oregon.

Wanting to know the immigration status of Eufronio Hernandez-Hernandez, I contacted via e-mail on Friday, May 4, 2018 U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) Carissa Cutrell to investigate if Hernandez-Hernandez was illegally present in the United States when he murdered PPB Officer Jefferies.

On the afternoon of Wednesday, May 9, 2018 here is what ICE Public Affairs Officer Carissa Cutrell had to say via e-mail in response to my inquiry for information on Eufronio Hernandez-Hernandez:

“In November 1998, the Immigration and Naturalization Service lodged a detainer with the Oregon Correctional Institute on Euphronio Hernandez-Hernandez, an illegally present citizen and national of Mexico, after he was convicted of multiple crimes, including aggravated murder, attempt to commit murder and assault in the first degree.” – Carissa Cutrell, ICE Public Affairs Officer.

“FOR BACKGROUND: In 2003, when the Department of Homeland Security was created, the Immigration and Naturalization Service and U.S. Customs Service merged to become U.S. Immigration and Customs Enforcement. Detainers lodged by the former INS are still valid under ICE.” – ICE Public Affairs.

On June 1, 2022 Mexican national Eufronio Hernandez-Hernandez was one of the 110 criminal aliens incarcerated in the Oregon Department of Corrections prison system for the crime of homicide.

Mexican nationals were 82 of the110 criminal aliens convicted of homicidal crimes (various degrees of murder and manslaughter) incarcerated on June 1st in the state’s prison system — 74.55 percent of all alien inmates serving time for homicidal crimes.

Information obtained from the Oregon Department of Corrections (DOC) indicated on June 1, 2022 that 385 of 639 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for three types of sex crimes — rape, sex abuse and sodomy — 60.25 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for sex crimes in DOC prisons does not necessarily equal the number of Oregon residents victimized by alien rape, sex abuse and sodomy.).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table is a numerical breakdown by number and percentage of the 385 criminal alien inmates incarcerated on June 1st in the state’s prisons for the crimes of rape, sex abuse and sodomy.

Criminal aliens incarcerated in DOC prisons committed at least one sex crime in 24 of 36 Oregon counties — 66.67 percent of the counties in the state.

Seven Oregon counties, Marion (103 alien sex offenders), Washington (93 alien sex offenders), Multnomah (68 alien sex offenders), Lane (24 alien sex offenders), Clackamas (19 alien sex offenders), Yamhill (13 alien sex offenders) and Jackson (10 alien sex offenders) had 330 of 385 criminal alien inmates incarcerated in DOC prisons for sex crimes — 85.71 percent of the alien sex offenders incarcerated in the state’s prisons.

Using DOC ICE immigration detainer numbers, the following table indicates the location by county of where the 385 criminal alien inmates were sent to serve time in the state’s prison system for sex crimes; furthermore, the table is a numerical breakdown by county of the type of sex crimes alien inmates committed that got them sent to the state’s prison system; finally, the table gives the total number and percentage of alien inmates by county incarcerated for sex crimes in the state’s prison system.

Criminal aliens from 34 identified countries were incarcerated in DOC prisons for sex crimes in the state of Oregon.

Foreign nationals who declared their country or origin as being Mexico were 318 of 385 criminal alien inmates incarcerated for sex crimes in the DOC prison system — 82.60 percent of the alien sex offenders in the state’s prisons.

Seven Oregon counties, Multnomah (26 alien inmates convicted of homicidal crimes), Marion (23 alien inmates convicted of homicidal crimes), Washington (17 alien inmates convicted of homicidal crimes), Umatilla (9 alien inmates convicted of homicidal crimes), Clackamas (7 alien inmates convicted of homicidal crimes), Jackson (4 alien inmates convicted of homicidal crimes) and Lane (4 alien inmates convicted of homicidal crimes) had 90 of 110 criminal alien inmates incarcerated in DOC prisons for homicidal violence — 81.82 percent of the alien inmates in the state’s prisons for homicidal crimes.

Sixteen years ago today on July 15, 2006 Kimberly McDaniel, age 23, died from injuries she received the previous day while jogging in the Columbia River Gorge in Multnomah County, Oregon.

Kimberly was the victim of a hit- and-run-driver.

The automobile that hit Kimberly McDaniel was driven by Rosendo Corona-Rosales, age 25, a Mexican national illegally present in the country.

After hitting the young woman on July 14, 2006, Rosendo Corona-Rosales initially fled to his home country of Mexico.

A year later, on July 14, 2007, Multnomah County Sheriff’s Office (MCSO) and Gresham Police Department (GPD) detectives were able track down and arrest fugitive-from- justice Rosendo Corona-Rosales in the state of California.

The results of a recent Oregon Judicial Department – Online Records Search revealed on January 23, 2008 Rosendo Corona-Rosales (Multnomah County Circuit Court Case Number: 061237281) pled guilty and was convicted of Criminally Negligent Homicide and Failure to Perform Duties of Driver to Injured Persons for killing Kimberly McDaniel.

On the same day, for the two felony convictions, Rosendo Corona-Rosales received a combined sentence of just 58 months to be served in the Oregon Department of Corrections (DOC) prison system. Furthermore, Corona-Rosales’ driver’s license was revoked for each criminal conviction, eight years for Criminally Negligent Homicide and five years for and Failure to Perform Duties of Driver to Injured Persons.

Online court records in four places indicate that a “U.S. Immigration Hold” was placed on Rosendo Corona-Rosales during the duration he was in the custody of the Multnomah County Jail.

According to information obtained from a March 1, 2008 “Oregon Department of Corrections ICE detainers” list, Rosendo Corona-Rosales (SID: 17078498; DOB: 03/28/1982) was incarcerated at the DOC’s Two Rivers Correctional Institution (TRCI). Rosendo Corona-Rosales spent the majority of his prison sentence at TRCI with a U.S. Immigration and Customs Enforcement (ICE) detainer placed on him. He was released from DOC custody sometime after July 1, 2011.

It has not been revealed by federal or state law enforcement officials to the general public when or if Rosendo Corona-Rosales, after completing his Oregon prison sentence, was ever actually removed from the United Sates.
