On June 1, 2018 Oregon’s Washington County had 201 of the 957 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was second in foreign national crime in the state with 21.00 percent of the criminal aliens in DOC prisons.

The following table reveals how Washington County residents were harmed or victimized by the 201 criminal aliens incarcerated on June 1st in the DOC prison system with U.S. Immigration and Customs Enforcement (ICE) ICE detainers.

On June 1, 2018 Oregon’s Multnomah County had 189 of the 957 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was third in foreign national crime in the state with 19.75 percent of the criminal aliens in DOC prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on June 1, 2018 that 173 of 957 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for the crime of rape — 18.08 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for rape in DOC prisons does not necessarily equal the number of Oregon residents victimized by the violent crime of rape).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number of criminal alien inmates along with the number and percentage of those alien inmates incarcerated on June 1st in the state’s prisons for the crime of rape.

Significant numbers, the 173 criminal aliens in the DOC prison system incarcerated for rape were 17.78 percent of all inmates, domestic and foreign, in the state’s prisons for the crime of rape.

Criminal aliens incarcerated in DOC prisons committed at least one crime of rape in 19 of 36 Oregon counties —52.78 percent of the counties in the state.

Five Oregon counties, Marion (48 rapists), Washington (44 rapists), Multnomah (27 rapists), Lane (13 rapists) and Clackamas (10 rapists) had 142 of 173 criminal alien inmates incarcerated in DOC prisons for the crime of rape — 82.08 percent of the alien inmates incarcerated for rape.

The Oregon Department of Corrections (DOC) June 1, 2018 Inmate Population Profile indicated there were 14,939 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on June 1st there were 957 foreign nationals (criminal aliens) incarcerated in the state’s prison system; criminal aliens were 6.41 percent of the total prison population.

Some background information, all the criminal aliens incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE detainers placed on them.

Using DOC Inmate Population Profiles and ICE detainer numbers, the following table reveals the total number inmates, the number of domestic and criminal alien inmates along with the percentage of inmates with ICE detainers incarcerated on June 1st in the state’s prisons.

Beyond the DOC criminal alien incarceration numbers and incarceration percentages, per county and per crime type, or even country of origin, criminal aliens pose high economic cost on Oregonians.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for its 957 criminal alien prison population is approximately ($103,604.82) per day, ($725,233.74) per week, and ($37,815,759.30) per year.

None of preceding cost estimates for the DOC to incarcerate the 957 criminal aliens includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

The United States having a significant foreign national population residing within the nations boundaries, be they legally or illegally present in the country, unfortunately includes those who commit crimes.

The extent and impact of foreign national crime on the U.S. citizens and residents of this country is clearly revealed by a simple search on the U.S. Federal Bureau of Prisons (BOP) inmates statistics website under the heading of inmate citizenship.

Here are the countries of origin, moreover, the number and percentage of those countries citizens recently incarcerated in the U.S. BOP prison system (Note: The most recent BOP crime numbers available were from June 30, 2018.).

Inmate Citizenship:

– México 23,220 inmates, 12.6 percent;
– Colombia 1,668 inmates, 0.9 percent;
– Dominican Republic 1,442 inmates, 0.8 percent;
– Cuba 1,246 inmates, 0.7 percent;
– Other / unknown countries 10,044 inmates, 5.5 percent;
– United States 146,237 inmates, 79.5 percent;

Total Inmates: 183,857 inmates.

To explain the meaning of these preceding criminal alien inmate numbers and percentages, I will translate them into words:

Combining June 30th BOP criminal alien inmate numbers, there were 37,620 criminal aliens in the BOP prison system. Alien inmates were 20.5 percent of the federal prison population; more than two in every ten inmates were criminal aliens.

With 23,220 Mexican nationals being incarcerated in the BOP prison system, at 61.7 percent, they were the vast majority of criminal aliens in federal prisons.

The U.S. Federal Bureau of Prisons breaks down the federal prison population into 13 types of offenses. One of the top five offenses, the reason inmates are serving time in federal prisons is for immigration crimes. There were 11,991 inmates in the BOP prison system incarcerated for immigration crimes; they were 7.0 percent of the federal prison population.

It has been an interesting Second full week in the month of July when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we take a look at for your KXL FM 101.1 Pacific Northwest radio listeners an illegal alien who allegedly molested at least one little girl in the State of Washington.

On Wednesday, April 25, 2018 U.S. Customs and Border Protection (CBP) agents operating in Alburgh, Vermont apprehended Remy Amon, age 41, an Ivory Coast national with an extraditable felony warrant for molestation of a child out of the State of Washington.

The CBP agents were able to identify Remy Amon through biometric record checks that revealed Amon “had no status or documentation to allow him to legally enter or be present in the United States, has an extensive criminal history.”

Since his arrest by CBP agents, Remy Amon has been extradited back to the State of Washington.

Currently, Remy Amon (Offender ID: 1910043; DOB: 03/15/1977) is incarcerated at the King County Regional Justice Center where a viewing of the jail’s website reveals he has been charged with one count of First Degree Child Molestation. Amon’s bail has been set at $500,000.00.

Some background information on the Ivory Coast national from December 20, 2017, King County prosecutors charged Remy Amon with Child Molestation, Indecent Exposure, Attempted Luring with Sexual Motivation, and Communication with a Minor for Immoral Purposes.

Remy Amon has been accused of groping a 10-year-old girl at a Renton, Washington Walmart, attempting to lure a 5-year-old girl at a Renton, WA Walmart and exposing himself in front of two little girls in a Federal Way, WA Walmart.

Renton Police have stated they knew of at least 11 instances of Remy Amon attempting to lure young girls.

Remy Amon has past convictions for Assault, Attempted Organized Retail Theft and several other theft crimes.

Wanting to confirm the actual immigration status of Remy Amon, I contacted via e-mail on Monday, June 25, 2018 U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer/Spokesperson Carissa Cutrell to investigate if Remy Amon was illegally present in the United States of America.

Thirteen days later, on the afternoon of Monday, July 9, 2018 here is what ICE Public Affairs Officer/Spokesperson Carissa Cutrell had to say via e-mail in response to my inquiry for information on Remy Amon:

“Here’s a statement from ICE:”

“On May 18, 2018, ICE lodged a detainer with the King County Jail on Remy Amon, a citizen of the Ivory Coast illegally present in the U.S., after his recent arrest on child molestation charges. ICE and its predecessor, the Immigration and Naturalization Service, have encountered Amon on several occasions dating back to November 1999. Amon received a final order of removal from the Board of Immigration Appeals in January 2003. Since then, he has entered ICE custody multiple times, but has been released on orders of supervision because ICE was unable to obtain travel documents to remove him to his home country.”

“ICE maintains that cooperation by local law enforcement is an indispensable component of promoting public safety. The King County Jail does not honor ICE detainers nor notify ICE about the impending release of aliens in its custody. In doing so, the jail not only provides a refuge for illegal aliens, but it also shields criminal aliens who prey on people in the community.” – Carissa Cutrell, ICE Public Affairs Officer

Analysis of the preceding information:

According to U.S. Immigration and Customs Enforcement Public Affairs Officer Carissa Cutrell Ivory Cost national Remy Amon is illegally in the USA and ICE has been trying to remove him from the country since 2003, a time period of apoxiamtely14 years.

The Ivory Coast, Remy Amon’s country of origin, has been identified by ICE as a possible recalcitrant county that won’t always provide travel documents so its citizens can be returned to their home country.

It is fortunate that Remy Amon’s current bail has been set at $500,000.00 because King County Sheriff John Urquhart has been prohibited by a September 3, 2014 Metropolitan King County Council Ordinance 17886 from honoring federal immigration detainers.

Since November 10, 2009 when the Council of King County passed Ordinance 16692 county law enforcement has been prohibited from enforcing federal immigration law.

Without a doubt, the Metropolitan King County Council have tied the hands of county law enforcement from forming any cooperative agreements with U.S. Immigration and Customs Enforcement to enforce federal immigration law in the county.

The Center for Immigration Studies, a Washington, D.C. based immigration issue think tank, has identified King County, Washington as a sanctuary for illegal aliens.

If the residents of State of Washington want to be protected and safe from threat illegal aliens who commit criminal acts like those allegedly committed by criminal illegal alien Remy Amon against multiple little girls they should contact their members of the Washington State Legislature and tell them to pass legislation to ban sanctuary counties and cities in the state.

On May 1, 2018 Oregon’s Marion County had 237 of the 962 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 24.64 percent of the criminal aliens in DOC prisons.

The following table reveals how Marion County residents were harmed or victimized by the 237 criminal aliens incarcerated on May 1st in the DOC prison system with U.S. Immigration and Customs Enforcement (ICE) ICE detainers.

On May 1, 2018 Oregon’s Washington County had 202 of the 962 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was second in foreign national crime in the state with 21.00 percent of the criminal aliens in DOC prisons.

Jayne, It is fortunate that CBP agents arrested the 4,886 previously deported criminal aliens, five of whom had past connections and criminal convictions in Oregon, because there is little doubt in my mind that if any them were able to get to back into the country, to a sanctuary state, they would initially be unimpeded by state, county and local law enforcement from carrying on their criminal careers.
