On January 1, 2021 Oregon’s Clackamas County had 44 of the 777 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was fourth in foreign national crime in the state with 5.66 percent of the criminal aliens in DOC prisons.

The following table reveals how Clackamas County residents were harmed or victimized by the 44 criminal aliens incarcerated on January 1st in the DOC prison system with U.S. Immigration and Customs Enforcement (ICE) immigration detainers.

Criminal aliens from nine identified countries have harmed or victimized Clackamas County residents.

Foreign nationals who declared their country or origin as being Mexico were 34 of 44 criminal aliens from Clackamas County incarcerated in the DOC prison system — 77.27 percent of the county’s alien inmates in the state’s prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on January 1, 2021 revealed that 46 of the 777 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 5.92 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on January 1st in the state’s prisons for drug crimes.

Five Oregon counties, Washington (10 alien drug criminals), Marion (7 alien drug criminals), Multnomah (7 alien drug criminals), Jackson (5 alien drug criminals),and Clackamas (4 alien drug criminals) had 33 of 46 criminal alien inmates incarcerated in DOC prisons for drug crimes — 71.74 percent of the alien inmates incarcerated for drug crimes.

It has been an interesting the last full week in the month of February 2021 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we have a report for your radio listeners on an illegal alien who has been charged with the death of a baby in an automobile accident in the state of Oregon.

On Tuesday, February 16, 2021 the Oregon State Police (OSP) issued a news release titled “Fatal Crash – Ecola State Park Rd. – Clatsop County” on a single vehicle accident that occurred on Monday, the preceding day.

The named subject of the OSP news release, Rony Tomas-Garcia (Case Number: 21CR07956; Jail ID: 66539; DOB: 10/23/1997), age 23, on February 16th made his first appearance in Clatsop County Circuit Court where he faced the charges of one count of Manslaughter in the First Degree, one count of Assault in the Second Degree, one count of Driving Under the Influence of Intoxicants (DUII) and one count of Reckless Driving for his alleged actions that caused the death of a 3 ½-month-old baby girl and injury of a 20-year-old woman.

Both the baby girl and woman were apparent passengers in the car the defendant was operating.

Rony Tomas-Garcia (Jail ID: 66539) is currently incarcerated at the Clatsop County Jail in Astoria, Oregon.

The “Criminal Alien of the Week Report” on Wednesday, February 17, 2021 sent via e-mail U.S. Immigration and Customs Enforcement (ICE) Northwest Regional Communications Director (RCD) Tanya Roman a request for information on the immigration status of Rony Tomas-Garcia.

On Friday, February 19, 2021 ICE Northwest Region Communications Director (RCD) Roman sent via e-mail the following statement on Rony Tomas-Garcia:

“U.S. Immigration and Customs Enforcement (ICE) lodged an immigration detainer on [Rony] Tomas-Garcia on Feb. 16 with the Clatsop County, Oregon Jail where he is being held on charges of first degree manslaughter of a child, second degree assault, driving under the influence of intoxicants and reckless driving.” – Tanya Roman, ICE Northwest Regional Communications Director.

The “Criminal Alien of the Week Report” seeking clarification on the immigration status of Rony Tomas-Garcia on Friday the 19th sent via e-mail ICE Regional Communications Director Roman the following question:

Is Rony Tomas-Garcia illegally in the United States?

On the same day the ICE Regional Communications Director Roman sent via e-mail the following response to the preceding question:

“We have lodged an immigration detainer on him because we have reason to believe he is here illegally.” – Tanya Roman, ICE Northwest Regional Communications Director.

Rony Tomas-Garcia if found guilty and sentenced to prison in a Clatsop County Circuit Court room for the death of the 3 ½-month-old baby girl could join more than a hundred criminal aliens incarcerated for homicidal crimes in the Oregon Department of Corrections (DOC) prison system.

Information obtained from the Oregon Department of Corrections (DOC) indicated on January 1, 2021 that 614 of the 777 foreign nationals (criminal aliens) in the state’s prison system were Mexican nationals — 79. 02 percent of the criminal alien prison population (Note: The number of Mexican nationals incarcerated in DOC prisons does not necessarily equal the number of Oregon residents victimized by this specific group of criminal aliens).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on January 1st in the state’s prisons who declared themselves as being Mexican nationals.

Mexican (MEX) national criminals were sent to DOC prisons from 26 of the 36 Oregon counties — 72.22 percent of the counties in the state.

Seven Oregon counties, Marion (172 MEX national inmates), Washington (128 MEX national inmates), Multnomah (93 MEX national inmates), Clackamas (34 MEX national inmates), Lane (28 MEX national inmates), Jackson (24 MEX national inmates) and Umatilla (22 MEX national inmates) had 501 of the 614 Mexican national inmates incarcerated in DOC prisons — 81.60 percent of the MEX national inmates.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of Mexican national inmates on January 1st incarcerated in the state’s prison system from the state’s 36 counties.

Significant numbers, there were 365 of the 614 criminal alien inmates from Mexico incarcerated in DOC prisons for three types of sex crimes — sex abuse, rape and sodomy — 59.45 percent of the Mexican national inmates in the state’s prisons.

When compared to the overall DOC criminal alien prison population, Mexican nationals were 86 of the 113 criminal aliens convicted of homicidal crimes (various degrees of murder and manslaughter) incarcerated in the state’s prison system — 76.11 percent of all alien inmates serving time for homicidal crimes.

Using the DOC ICE immigration detainer numbers from January 1st, the following table reveals the total number of criminal alien inmates incarcerated by type of crime, the number of Mexican national inmates incarcerated by type of crime and the percentage of Mexican national inmates incarcerated by type of crime.

Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico place a substantial economic burden on Oregonians.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($116.89) per day.

The DOC’s incarceration cost for 614 Mexican national inmates is approximately ($71,770.46) per day, ($502,393.22) per week, and ($26,196,217.90) per year.

None of preceding cost estimates for the DOC to incarcerate the 614 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

Information obtained from the Oregon Department of Corrections (DOC) indicated on January 1, 2021 that 686 of the 777 foreign nationals (criminal aliens) in the state’s prison system self-declared their countries of origin as being located in the Americas — North, Central and South America and the West Indies — 88.29 percent of the criminal alien prison population (Note: The United States of America (USA) and USA territories are excluded from this report.):

– North America (Mexico and Canada) had 617 criminal aliens — 89.94 percent of the DOC alien prisoners from the Americas;

– Central America (Guatemala, El Salvador, Honduras, Costa Rica, Nicaragua, Belize and Panama) had 49 criminal aliens — 7.14 percent of the DOC alien prisoners from the Americas;

– South America (Ecuador, Peru, Argentina and Colombia) had seven criminal aliens — 1.02 percent of the DOC alien prisoners from the Americas;

– The West Indies (Cuba, Grenada and Jamaica ) had 13 criminal aliens — 1.90 percent of the DOC alien prisoners from the Americas.

Criminal aliens from 16 countries located in the Americas were incarcerated in the DOC prison system.

Mexican nationals were 614 of 686 criminal aliens from the Americas incarcerated in the DOC prison system — 89.50 percent of the alien inmates from the Americas in the state’s prisons.

Some background information, all 686 criminal aliens incarcerated in the DOC prison system from the Americas were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE immigration detainers placed on them.

Using DOC ICE immigration detainer numbers, the following table reveals the self-declared countries of origin of the 686 criminal alien inmates from the Americas by number and percentage incarcerated on January 1st in the state’s prisons.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($116.89) per day.

It has been an interesting the second full week in the month of February 2021 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we have a report for your radio listeners on an illegal alien who has been charged with sex crimes in the state of Oregon.

On Tuesday, February 2, 2021 Marion County Sheriff’s Office (MCSO) Detectives’ arrested Refugio Cruz-Juarez (Case Number: 21CR05958; SID #: 24087371; DOB: 07/04/1994), age 26, for the crimes of Encouraging Child Sexual Abuse in the First Degree and Encouraging Child Sexual Abuse in the Second Degree.

Some background information, the National Center for Missing & Exploited Children (NCMEC) received a cyber tip of images of suspected child sexual abuse material were being shared online, consequently, the NCMEC notified local authorities.

A 3-month investigation ensued where local authorities, in coordination with the regional Internet Crimes Against Children taskforce investigators, were able to identify Refugio Cruz-Juarez as a suspect.

The “Criminal Alien of the Week Report” on Tuesday, February 9, 2021 sent via e-mail U.S. Immigration and Customs Enforcement (ICE) Northwest Regional Communications Director (RCD) Tanya Roman a request for information on the immigration status of Refugio Cruz-Juarez.

On Thursday, February 11, 2021 ICE Northwest Region Communications Director Roman sent via e-mail the following statement on Refugio Cruz-Juarez:

“Refugio Cruz-Juarez is a citizen and national of Mexico who is in the United States illegally. On Feb 3, U.S. Immigration and Customs Enforcement (ICE) lodged an immigration detainer on Cruz-Juarez at the Marion County, Oregon Jail where he is being held on two charges of encouraging child sexual abuse.

Cruz-Juarez was previously removed from the United States twice in 2019 by U.S. Customs and Border Protection (CBP). Please contact CBP for additional information.” – Tanya Roman, ICE Northwest Regional Communications Director.

Mexican national illegal alien Refugio Cruz-Juarez if found guilty and sentenced to prison in a Marion County Circuit Court room for the two sex crimes he has been charged with could result in him joining more than four hundred criminal alien sex offenders, all of them with immigration detainers incarcerated in the Oregon Department of Corrections (DOC) prison system.

The Oregon Department of Corrections (DOC) January 1, 2021 Inmate Population Profile indicated there were 12,742 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on January 1st there were 777 foreign nationals (criminal aliens) incarcerated in the state’s prison system; criminal aliens were 6.10 percent of the total prison population.

Some background information, all the criminal aliens incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE immigration detainers placed on them.

Beyond the DOC criminal alien incarceration numbers and incarceration percentages, per county and per crime type, or even country of origin, criminal aliens place a substantial economic burden on Oregonians.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($116.89) per day.

The DOC’s incarceration cost for its 777 criminal alien prison population is approximately ($90,823.53) per day, ($635,764.71) per week, and ($33,150,588.45) per year.

None of preceding cost estimates for the DOC to incarcerate the 777 criminal aliens includes the dollar amount for legal services (indigent defense), language interpreters, court costs or victim assistance.
