On December 1, 2020 Oregon’s Washington County had 163 of the 800 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was second in foreign national crime in the state with 20.38 percent of the criminal aliens in DOC prisons.

Seven Oregon counties, Marion (120 alien sex offenders), Washington (100 alien sex offenders), Multnomah (76 alien sex offenders), Lane (25 alien sex offenders), Clackamas (23 alien sex offenders), Jackson (15 alien sex offenders) and Yamhill (14 alien sex offenders) had 373 of 440 criminal alien inmates incarcerated in DOC prisons for sex crimes — 84.77 percent of the alien sex offenders incarcerated in the state’s prisons.

Criminal aliens from 36 identified countries were incarcerated in DOC prisons for sex crimes in the state of Oregon.

Foreign nationals who declared their country or origin as being Mexico were 366 of 440 criminal alien inmates incarcerated for sex crimes in the DOC prison system — 83.18 percent of the alien sex offenders in the state’s prisons.

Using DOC ICE immigration detainer numbers, the following table indicates the self-declared countries of origin of the 440 criminal alien inmates that were sent to serve time in the state’s prison system for sex crimes; furthermore, the table is a numerical breakdown by country of the type of sex crimes alien inmates committed that got them sent to the state’s prison system; finally, the table gives the total number and percentage of alien inmates by country incarcerated for sex crimes in the state’s prison system.

It has been an interesting third full week in the month of January when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we examine a U.S. Immigration and Customs (ICE) immigration enforcement story on a criminal alien (convicted felon) whose criminal activity occurred in the state of Washington.

Some back ground information, the “Criminal Alien of the Week Report” is always looking for ICE immigration enforcement stories; ICE Northwest Regional Communication Director (RCD) Tanya Roman sent a news release / statement to the “Criminal Alien Report” on a criminal alien removed from the United States to El Salvador in mid January 2021 that was also published on the ICE News Releases website.

Dangerous sexual predator convicted of first-degree child molestation

SEATTLE – U.S. Immigration and Customs Enforcement (ICE) officers removed a convicted child sexual predator and illegally present criminal alien to El Salvador Tuesday.

Daniel Alfonso Lemus, 43, was convicted of first-degree child molestation and fugitive charges in 2015 and sentenced to a term of 41 months to life. He was later transferred to the custody of the Washington Department of Corrections (WDOC) to serve his sentence.

On Oct. 15, 2015, ICE Enforcement and Removal Operations (ERO) officers encountered Alfonso-Lemus at the WDOC and lodged an immigration detainer with the jail.

On Oct. 26, 2020, Alfonso-Lemus was released from the WDOC, transferred to ICE ERO custody and subsequently housed at the Northwest ICE Processing Center. On Jan. 5, an immigration judge ordered Alfonso-Lemus removed from the United States.

“Thanks to the coordinated efforts between the Washington DOC and ICE ERO, custody of Alfonso-Lemus was transferred directly to ICE, preventing this violent criminal alien from being released back into the community,” said ICE’s Enforcement and Removal Operations (ERO) Seattle Field Office Director Nathalie Asher.

Alfonso-Lemus was removed from the United States via an ICE Air Operations charter flight and transferred to the custody of Salvadoran authorities.

ICE is charged with enforcing federal immigration laws enacted by Congress. ICE officers are sworn law enforcement officers who carry out the arrest, detention, and removal of aliens found to be in the United States unlawfully. . .”

In the preceding news release / statement from ICE Northwest Regional Communication Director Roman on the criminal alien sex offender revealed two elements of good news for the residents of the state of Washington, furthermore, all the citizens and residents of the United States.

First, the Washington Department of Corrections is turning over custody of criminal aliens like Salvadoran child molester Daniel Alfonso-Lemus to ICE after they have completed sentences in the state’s prison system.

Second, the El Salvador government is accepting the return of the country’s criminal citizens by allowing ICE Air Operations to transport them home.

Information obtained from the Oregon Department of Corrections (DOC) indicated on December 1, 2020 that 114 of the 800 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for homicidal crimes (various degrees of murder and manslaughter) — 14.25 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for homicidal crimes in DOC prisons does not necessarily equal the number of Oregon residents killed by alien homicidal violence).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on December 1st in the state’s prisons for homicidal crimes.

Criminal aliens incarcerated in DOC prisons committed at least one crime of homicidal violence in 21 of 36 Oregon counties — 58.33 percent of the counties in the state.

Seven Oregon counties, Multnomah (26 alien inmates convicted of homicidal crimes), Marion (24 alien inmates convicted of homicidal crimes), Washington (17 alien inmates convicted of homicidal crimes), Umatilla (9 alien inmates convicted of homicidal crimes), Clackamas (7 alien inmates convicted of homicidal crimes), Jackson (5 alien inmates convicted of homicidal crimes) and Lane (5 alien inmates convicted of homicidal crimes) had 93 of 114 criminal alien inmates incarcerated in DOC prisons for homicidal violence — 81.58 percent of the alien inmates in the state’s prisons for homicidal crimes.

Information obtained from the Oregon Department of Corrections (DOC) indicated on December 1, 2020 that 636 of the 800 foreign nationals (criminal aliens) in the state’s prison system were Mexican nationals — 79.50 percent of the criminal alien prison population (Note: The number of Mexican nationals incarcerated in DOC prisons does not necessarily equal the number of Oregon residents victimized by this specific group of criminal aliens).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on December 1st in the state’s prisons who declared themselves as being Mexican nationals.

Mexican (MEX) national criminals were sent to DOC prisons from 26 of the 36 Oregon counties — 72.22 percent of the counties in the state.

Seven Oregon counties, Marion (171 MEX national inmates), Washington (131 MEX national inmates), Multnomah (95 MEX national inmates), Clackamas (38 MEX national inmates), Lane (30 MEX national inmates), Jackson (26 MEX national inmates) and Umatilla (24 MEX national inmates) had 515 of the 636 Mexican national inmates incarcerated in DOC prisons — 80.97 percent of the MEX national inmates.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of Mexican national inmates on December 1st incarcerated in the state’s prison system from the state’s 36 counties.

Significant numbers, there were 366 of the 636 criminal alien inmates from Mexico incarcerated in DOC prisons for three types of sex crimes — sex abuse, rape and sodomy — 57.55 percent of the Mexican national inmates in the state’s prisons.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of Mexican national inmates incarcerated on December 1st by type of crime.

Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico place a substantial economic burden on Oregonians.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($116.89) per day.

The DOC’s incarceration cost for 636 Mexican national inmates is approximately ($74,342.04) per day, ($520,394.28) per week, and ($27,134,844.60) per year.

None of preceding cost estimates for the DOC to incarcerate the 636 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

ICE removes Mexican man convicted of kidnapping in Oregon
Criminal alien also convicted of assault

PORTLAND – U.S. Immigration and Customs Enforcement (ICE) officers removed a Mexican man living in Oregon, Tuesday, who was convicted of a 2018 kidnapping.

On Oct. 4, 2018, Gerardo Muniz-Vazquez, 28, was convicted in the Umatilla County Circuit Court for kidnapping and assault and sentenced to 34 months confinement.

On Nov. 5, 2018, ICE’s Enforcement and Removal Operations (ERO) officers encountered Muniz-Vazquez at the Oregon Department of Corrections (ODOC) and lodged an immigration detainer with the jail.

ICE lodges immigration detainers on individuals, such as Muniz-Vazquez, who have been arrested on local criminal charges and who are suspected of being removable, so that ICE can take custody of that person when he or she is released from local custody.

On Nov. 19, Muniz-Vazquez was released from the ODOC, transferred to ICE custody and housed at the Northwest ICE Processing Center pending immigration proceedings.

“The safe and secure transfer of this convicted kidnapper is an excellent example of how law enforcement partnerships should work,” said ICE’s Enforcement and Removal Operations (ERO) Seattle Field Office Director Nathalie Asher. “By honoring ICE’s immigration detainer, and safely transferring custody of this convicted criminal alien, our law enforcement partners have prevented an at large arrest and the unnecessary increased risk that comes along with it.”

On Dec 17, an immigration judge ordered Muniz-Vazquez removed from the United States.

Muniz-Vazquez was removed from the United States via an ICE Air Operations charter flight and transferred to the custody of Mexican authorities. . .”

ICE removes dangerous criminal alien from Oregon to Mexico
Man convicted of attempted murder, theft and probation violation

PORTLAND – U.S. Immigration and Customs Enforcement (ICE) officers removed an illegal alien to Mexico Tuesday, who had previously been convicted in 1996 of attempted murder in Oregon.

On Nov. 7, 1996, the District Court of Salem, Oregon, convicted Abel Rojas-Hernandez, aka Juan Carlos Gonzalez-Cordova, aka Juan Manuel Perez, 57, for attempted murder and sentenced him to 25 years confinement. Rojas-Hernandez also has previous convictions for theft and probation violations.

On Feb. 8, 2012, ICE Enforcement and Removal Operations (ERO) officers encountered Rojas-Hernandez at the Oregon Department of Corrections (ODOC) and lodged an immigration detainer with the jail.

On Nov. 23, 2020, Rojas-Hernandez was released from the ODOC, transferred to ICE ERO custody and subsequently housed at the Northwest ICE Processing Center. On January 5, an immigration judge ordered Rojas-Hernandez removed from the United States.

“Thanks to the coordinated efforts between both the Oregon DOC and ICE ERO this dangerous criminal alien was transferred safely from the custody of one law enforcement agency to another versus released into the community to possibly reoffend,” said ICE’s Enforcement and Removal Operations (ERO) Seattle Field Office Director Nathalie Asher.

Rojas-Hernandez was removed from the United States via an ICE Air Operations charter flight and transferred to the custody of Mexican authorities. . .”

ICE removes 2 sexual predators living illegally in Pacific Northwest
Criminal aliens have convictions of sexual abuse, aggravated sexual assault and prohibited sexual conduct

PORTLAND – U.S. Immigration and Customs Enforcement (ICE) officers removed two illegal aliens to Mexico on Tuesday, who combined have previous convictions including sexual abuse, aggravated sexual assault and prohibited sexual conduct in both Washington and Oregon.

Arturo Granados-Aranda, 31, was convicted April 12, 2007, by the Marion County Circuit Court, Oregon, of sexual abuse and sentenced to five years’ probation. Granados-Aranda came to the attention of ICE’s Enforcement and Removal Operations (ERO) officers as a result of his 2007 conviction.

In September 2016, an immigration judge granted Granados-Aranda voluntary departure; he has been in various immigration proceedings since. On Jan. 5, a federal court lifted Granados-Aranda’s stay of removal and he was taken into ICE ERO custody.

The other alien removed, now 23, was convicted as a minor in 2015 of aggravated sexual assault and prohibited sexual conduct (incest), and ordered removed by an immigration judge on Jan. 6.

“It is extremely important that we remove dangerous sexual predators, such as these, from our neighborhoods,” said ICE’s ERO Seattle Field Office Director Nathalie Asher. “Thanks to the hard work of all officers involved, both offenders are no longer free to roam the streets they previously victimized.”

Both men were removed from the United States via an ICE Air Operations charter flight and transferred to the custody of Mexican authorities. . .”
