It has been an interesting last full week in the month of July when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest.

This week we take another look at for your KXL FM 101.1 radio listeners — illegal aliens who murder the residents of Oregon.

The shooting deaths of three Oregon residents, a woman and two men on Monday, June 27, 2016 in Oregon’s Marion County caused me to investigate the number of criminal aliens now incarcerated in the Oregon Department of Corrections (DOC) prison system for crime of homicide.

Just to remind your radio listeners, late last month, on Wednesday, June 29, 2016 Bonifacio Oseguera-Gonzalez, age 29, a resident of Woodburn, Oregon, made his first appearance in a Marion County Circuit Court where he was charged with three counts of aggravated murder in a shooting deaths of Katie Gildersleeve, age 30, a resident of Lincoln County, Ruben Rigoberto-Reyes, age 60, and Edmundo Amaro-Bajonero, age 26, and one count of attempted murder in the wounding of Refugio Modesto-DeLaCruz, age 27; all the men were residents of Marion County.

According to Immigration and Customs Enforcement spokesperson Virginia Kice alleged triple murderer Mexican national Bonifacio Oseguera-Gonzalez has been deported six times between the years of 2003 and 2013.

Bonifacio Oseguera-Gonzalez has been incarcerated at the Marion County Correctional Facility (MCCF) in Salem, Oregon since the time of his arrest on June 27th.

Now on to the number of criminal alien inmates with U.S. Immigration and Customs Enforcement (ICE) requested immigration detainers incarcerated in the DOC prison system for the crime of homicide.

The DOC on June 1, 2016 had 954 criminal aliens incarcerated in for various crimes, 136 aliens (14.25 percent) were incarcerated for the crime of homicide.

Using DOC ICE detainer numbers, the following table reveals the number and percentage of criminal alien prisoners on June 1st that were sent to prison from the state’s 36 counties incarcerated for the crime of homicide.

A total of 21 Oregon counties had at least one criminal alien incarcerated in the DOC prison system for the crime of homicide.

The Oregon Department of Corrections (DOC) June 2016 Inmate Population Profile indicated there were 14,709 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on June 1st there were 954 foreign nationals (criminal aliens) incarcerated in the state’s prison system; more than one in every sixteen prisoners incarcerated by the state was a criminal alien, 6.48 percent of the total prison population.

Some background information, all 954 criminal aliens currently incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE), a federal law enforcement agency that is part of the U.S. Department of Homeland Security. If an inmate is identified by ICE as being a criminal alien, at the federal law enforcement agency’s request, DOC officials will place an “ICE detainer” on the inmate. After the inmate completes his/her state sanction, prison officials will transfer custody of the inmate to ICE.

Using DOC Inmate Population Profiles and ICE detainer numbers, the following table reveals the total number inmates, the number of domestic and criminal alien inmates along with the percentage of them with ICE detainers incarcerated on June 1st in the state’s prisons.

Beyond the DOC criminal alien incarceration numbers and incarceration percentages, per county and per crime type, or even country of origin, criminal aliens pose high economic cost on Oregonians.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($94.55) per day.

The DOC’s incarceration cost for its 954 criminal alien prison population is approximately ($90,200.70) per day, ($631,404.90) per week, and ($32,923,255.50) per year.

Even taking into account fiscal year 2015 U.S. Bureau of Justice Assistance, U.S. Department of Justice, State Criminal Alien Assistance Program (SCAAP) award of $1,602,510.00, if the State of Oregon receives the same amount of SCAAP funding for fiscal year 2016, the cost to incarcerate 954 criminal aliens to the DOC will be at least ($31,320,745.50).

None of preceding cost estimates for the DOC to incarcerate the 954 criminal aliens includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

It has been an interesting first full week in the month of July when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest.

This week we take another look at for your KXL FM 101.1 radio listeners — illegal aliens who murder the residents of Oregon.

On Monday, June 27, 2016 Marion County Sheriff’s Deputies were called to the location of a shooting incident at a blue berry farm near Woodburn, Oregon. County Sheriff’s Deputies found two deceased men and a man and woman who were both critically injured (the woman who would later die at a hospital); all individuals were victims of gunshot wounds.

At the crime scene, Sheriff’s Deputies were able to obtain a description of the alleged shooter and the vehicle he was driving which was broadcast to all local law enforcement agencies. Later in the afternoon, the shooting suspect was located driving east on Interstate 84, near The Dalles, Oregon. Working together, Oregon State Police Troopers, Hood River County Sheriff Deputies and Hood River Police Department Officers stopped a vehicle driven by the suspected shooter, his name, Bonifacio Oseguera-Gonzalez, he was taken into custody without incident.

On Tuesday, July 5, 2016 while preparing for my weekly KXL FM 101.1 radio 2:45 pm Lars Larson Show: Criminal Alien of the Week Report, I sought out addition detailed information on criminal illegal alien alleged triple murderer Mexican national Bonifacio Oseguera-Gonzalez, so I e-mailed and made a follow up phone call to Virginia Kice, U.S. Immigration and Customs Enforcement (ICE), Western Regional Communications Director/Spokesperson.

Here is my e-mail list of detailed questions sent to ICE Spokesperson Virginia Kice:

“July 5, 2016

Dear Ms. Kice:

I am doing a follow up story for my weekly radio segment on foreign national crime that airs Thursday at 2:45 pm pacific coast time on KXL 101.1 FM radio on six time deported Mexican national Bonifacio Oseguera-Gonzalez (SID: 17158972) who has been charged with three counts of aggravated murder and one count of attempted murder. He is currently incarcerated at the Marion County Correctional Facility (MCCF) in Salem. Oregon.

Here is a list of questions I have for the Immigration and Customs Enforcement (ICE) Western Regional Spokesperson regarding Bonifacio Oseguera-Gonzalez:

– What type of crimes or violations were committed by Bonifacio Oseguera-Gonzalez that caused ICE to remove him from the country six times?

– What were the locations of the federal or state prisons or county jails where ICE picked up Bonifacio Oseguera-Gonzalez to remove him from the country?

– Was Bonifacio Oseguera-Gonzalez ever held in a federal immigration detention centers?

– If Oseguera-Gonzalez was held at federal immigration detention centers, what were the locations of those detention centers?

– Was Bonifacio Oseguera-Gonzalez ever released from a federal immigration detention center and not immediately removed from the country?

– Did Bonifacio Oseguera-Gonzalez ever make an appearance in a federal immigration court to appeal his removal from the country?

– Was Bonifacio Oseguera-Gonzalez ever convicted in a federal court for his multiple illegal entries and reentries into the country?

– If Oseguera-Gonzalez was convicted of his illegal entries and reentries into the country, did he serve anytime in a federal prison for violating federal immigration laws?

Virginia, I would like to thank the ICE Western Regional Spokesperson in advance for attempting to answer these very important questions regarding Mexican national Bonifacio Oseguera-Gonzalez.”

Here is ICE Spokesperson Virginia Kice’s official statement to me on the specific details regarding six time deported Mexican national Bonifacio Oseguera-Gonzalez past contacts with ICE and U.S. Customs and Border Protection:

“David – below is the additional information I’ve been cleared to provide about Mr. Oseguera’s immigration history. . .

As U.S. Immigration and Customs Enforcement’s (ICE) prior statement on this case explains, Department of Homeland Security (DHS) databases indicate Mr. Oseguera has been repatriated to Mexico six times over the course of a decade. His initial repatriation in 2003 was based on a voluntary return.

In October 2007, Mr. Oseguera was arrested by ICE Enforcement and Removal Operations (ERO) officers in Oregon and placed in immigration proceedings. In December 2007, an immigration judge ordered him deported and he was formally removed to Mexico days later.

In November 2009, ERO officers took Mr. Oseguera back into custody following his release from the Marion County Jail. ICE reinstated his prior removal order and repatriated him to Mexico less than two weeks later.

The following year, in 2010, Mr. Oseguera was arrested twice in southern Arizona by Border Patrol agents with U.S. Customs and Border Protection (CBP). In both instances, DHS reinstated Mr. Oseguera’s past removal order and returned him to Mexico.

DHS’ last enforcement encounter with Mr. Oseguera occurred in southern Arizona in 2013. At that time, CBP-Border Patrol presented him for federal prosecution and he pleaded guilty to one misdemeanor count of illegal entry. After fulfilling his court imposed 180-day sentence, which included credit for time served, ERO removed Mr. Oseguera to Mexico through El Paso.”

ICE Spokesperson Virginia Kice’s official detailed news statement answering most of my questions shows that federal immigration law enforcement agencies like ICE Enforcement and Removal Operations (ERO) and U.S. Customs and Border Protection (CBP) agents have done a good job removing/deporting Mexican national Bonifacio Oseguera-Gonzalez six times from the country.

The next question that needs to be answered, that maybe unanswerable officially on the record by ICE Spokesperson Virginia Kice or by spokespersons from ERO or CBP, all immigration law enforcement agencies part of the U.S. Department of Homeland Security (DHS), is how to keep the likes of criminal illegal alien Bonifacio Oseguera-Gonzalez from illegally entering the reentering the country so many times?

To sum things up, during the time frame of Bonifacio Oseguera-Gonzalez’s seventh illegal entry into the country, his illegal presence, he would allegedly violently take the lives of three people and critically injure another person on June 27th.

As your radio listeners know 2016 is a national election year.

Pacific Northwest voters need to ask these two questions of their Presidential and Congressional candidates: First, if elected, what are they going to do to support and fund the enforcement America’s current immigration laws? Second, if elected, will they support and pass legislation that is signed into law to fund the building of a 2000 mile long wall (an actual double layer security fence) between this country and Mexico to keep the citizens and residents of our country safe from criminal illegal aliens like Bonifacio Oseguera-Gonzalez?

On Thursday, June 30, 2016 while preparing for my weekly KXL FM 101.1 radio 2:45 pm Lars Larson Show: Criminal Alien of the Week Report, I became determined to find out the immigration status of alleged triple murderer Bonifacio Oseguera-Gonzalez, so I made a phone call to U.S. Immigration and Customs Enforcement (ICE) officials.

Virginia Kice, Western Regional Communications Director/Spokesperson, for ICE answered my phone call. I asked Communications Director/Spokesperson Kice about Bonifacio Oseguera-Gonzalez’s immigration status. To paraphrase her words, Ms. Kice asked me if Oseguera-Gonzalez was the same individual who had shot people at a blue berry farm. I told Ms. Kice, he was. The ICE Spokesperson then asked me to send her an e-mail request to obtain a statement about the immigration status of the man.

Here is my e-mail request to ICE Spokesperson Virginia Kice:

“June 30, 2016

Dear Ms. Kice:

I am preparing for my weekly radio segment on foreign national crime that airs at 2:45 pm pacific coast time on KXL FM 101.1.

Could you please forward me a statement on the immigration status of Bonifacio Oseguera-Gonzalez who was arrested on June 27th and charged with three counts of aggravated murder and one count of attempted murder.

He is currently incarcerated at the Marion County Correctional Facility (MCCF) in Salem. Oregon. My records indicate that Oseguera-Gonzalez was previously incarcerated on November 24, 2007 at the Josephine County Jail in Grants Pass, Oregon on an immigration charge; he was described as being an illegal alien and had an INS hold.

Virginia, thank you in advance for sending me Immigration and Customs Enforcement’s press release on immigration status Bonifacio Oseguera-Gonzalez. . . .”

Here is ICE Spokesperson Virginia Kice’s official statement to me on the immigration status of Bonifacio Oseguera-Gonzalez:

“David . . .

Here’s the statement we’ve been cleared to release about this case . . .

After conducting a comprehensive review of Mr. Oseguera’s immigration and criminal history, U.S. Immigration and Customs Enforcement (ICE) has designated this as a federal interest case. To that end, the agency filed a notice of action (Form I-247-X – Request for Voluntary Transfer) with the Marion County Jail asking to be alerted if or when Mr. Oseguera is slated for release so the agency can take custody to pursue further administrative enforcement action. Relevant databases indicate Mr. Oseguera has no significant prior criminal convictions. However, he has been repatriated to Mexico six times since 2003, most recently in 2013. . .”

The official news statement from ICE Spokesperson Virginia Kice should be very troubling to you and your radio listeners, we now know that Mexican national Bonifacio Oseguera-Gonzalez is a six time deported criminal illegal alien.

Clearly it has been too easy for criminal illegal alien Bonifacio Oseguera-Gonzalez to illegally enter and illegally reenter the country.

But only after Bonifacio Oseguera-Gonzalez’s seventh illegal entry into the country would we learn the dire consequences of the U.S. Department of Homeland Security’s (Immigration and Customs Enforcement, Customs and Border Protection, Citizenship and Immigration Services) inability to keep him out of the country on June 27, 2016 — three people are dead and one person is critically injured.
