It has been an interesting last week in the month of April when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we take a look at for your Pacific Northwest radio listeners an illegal alien previously removed from United States who was recently convicted of raping a 14-year old girl in Columbia County, Washington.

But first some background information; last year I requested from U.S. Immigration and Customs Enforcement (ICE) Public Affairs immigration enforcement stories.

Tuesday, April 28, 2020 ICE Public Affairs Officer (PAO) Tanya J. Roman sent via e-mail the following statement on Jose Flores-Hernandez aka Gerrado Avila-Hernandez (ID: 422568; DOB: Sep 06, 1987), age 32, a crime story with illegal immigration enforcement implications:

“Convicted child rapist, Jose Flores-Hernandez, aka Gerrado Avila-Hernandez, is a citizen of Mexico and in the United States illegally. On an unknown date and location, Flores-Hernandez illegally entered the U.S. without being inspected, admitted or paroled by an immigration official. On Sept. 30, 2007, the Deschutes County Sheriff’s Office in Bend, Oregon, arrested Flores-Hernandez for failure to present a valid operator’s license. On Oct. 2, 2007, Flores-Hernandez was turned over to U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) and placed into removal proceedings. On Oct. 16, 2007, an immigration judge in Seattle, Washington, ordered Flores-Hernandez removed from the U.S., and on Oct. 20, 2007, Flores-Hernandez was removed to Mexico. He illegally reentered the U. S. on an unknown date and location.

On Oct. 30, 2019, the Columbia County Sheriff’s Office arrested Flores-Hernandez in Dayton, Washington, and charged him with two counts of rape of a child and child molestation. On Nov. 7, 2019, ERO lodged an immigration detainer with the Columbia County Jail. On March 3, 2020, Columbia County Superior Court convicted Flores-Hernandez of the child rape and molestation charges and sentenced him to 18 years confinement. On April 20, 2020, ERO lodged another immigration detainer on Flores-Hernandez, this time with the Washington Department of Corrections.” – Tanya Roman, ICE Public Affairs Officer.

“On Background:

As of April 27, 2020, there were a total of 682 immigration detainers lodged by ICE ERO with the Washington Department of Corrections.

Aliens processed for removal may receive their legal due process from federal immigration judges in the immigration courts, which are administered by the Executive Office for Immigration Review (EOIR). EOIR is an agency within the U.S. Department of Justice and is separate from the U.S. Department of Homeland Security and ICE. Immigration judges in these courts make decisions based on the merits of each individual case. ICE officers carry out the removal decisions made by the federal immigration judges. Victim Notification and Information Everyday (VINE) has identified Jose Guadalupe Flores-Hernandez using the aliases Jose G Flores Hernandez and Jose Guadalupe Guada.

Currently Mexican national Jose Guadalupe Flores-Hernandez is in the custody of the Washington Corrections Center (WCC) in Shelton, Washington where he has been incarcerated since Wednesday, April 8, 2020.

Criminal illegal alien Jose Guadalupe Flores-Hernandez’s scheduled release date from the Washington Department of Corrections prison system is January 12, 2036.

On March 1, 2020 Oregon’s Marion County had 205 of the 825 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 24.85 percent of the criminal aliens in DOC prisons.

Foreign nationals who declared their country or origin as being Mexico were 173 of 205 criminal aliens from Marion County incarcerated in the DOC prison system — 84.39 percent of the county’s alien inmates in the state’s prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on March 1, 2020 revealed that 58 of the 825 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 7.03 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on March 1st in the state’s prisons for drug crimes.

The 58 criminal aliens in the DOC prison system incarcerated for drug crimes were 6.41 percent of all inmates, domestic and foreign, in the state’s prisons for drug crimes.

Using the DOC Inmate Population Profile and ICE immigration detainer numbers from March 1st, the following table reveals the total number inmates incarcerated for drug crimes, the number of domestic and criminal alien inmates incarcerated for drug crimes and the percentage drug crimes committed by criminal aliens.

Criminal aliens were incarcerated in DOC prisons for drug crimes from 16 of 36 Oregon counties — 44.44 percent of the counties in the state.

Five Oregon counties, Multnomah (12 alien drug criminals), Washington (11 alien drug criminals), Clackamas (9 alien drug criminals), Jackson (5 alien drug criminals) and Marion (5 alien drug criminals) had 42 of 58 criminal alien inmates incarcerated in DOC prisons for drug crimes — 72.41 percent of the alien inmates incarcerated for drug crimes.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of criminal alien inmates incarcerated on March 1st that were sent to prison from the state’s 36 counties for drug crimes.

Criminal aliens from three identified countries were incarcerated in DOC prisons for drug crimes.

Foreign nationals who declared their country or origin as being Mexico were 55 of 58 criminal aliens convicted of drug crimes incarcerated in the DOC prison system — 94.83 percent of the alien drug criminals in the state’s prisons.

It has been an interesting fourth full week in the month of April 2020 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week for your radio listeners we have a report on an illegal alien who has been convicted and sentenced for sex crimes against child in the state of Oregon.

On February 27, 2020 in a Deschutes County Circuit Court room Ezequiel Sandoval-Garcia, age 46, was sentenced to 25 years in prison for one count First-Degree Sex Abuse and one count of First-Degree Unlawful Sexual Penetration.

The victim of sexual predator Ezequiel Sandoval-Garcia’s crime was a 12 year old girl.

On Thursday, April 23, 2020 Ezequiel Sandoval-Garcia aka Ezekiel Garcia-Sandoval (SID: 8518162; DOB: 11/22/1973) was incarcerated in the Oregon Department of Corrections (DOC) Snake River Correctional Institution (SRCI) in Ontario, Oregon.

On the DOC Oregon Offender Search website, Ezequiel Sandoval-Garcia, his legal court name, is listed as having 18 aliases.

Some history, on Tuesday, March 10, 2020 I sought via e-mail from U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer Tanya Roman information on the immigration status Ezequiel Sandoval-Garcia.

On Wednesday, March 18, 2020 ICE Public Affairs Officer Roman sent via e-mail the following statement on Ezequiel Sandoval-Garcia:

“Convicted child molester Ezequiel Sandoval-Garcia, is a citizen of Mexico and a repeat immigration violator.

On March 3, 2015, Sandoval-Garcia was arrested in Deschutes County, Oregon and charged with two counts of felony sexual abuse in the first degree.

Sandoval-Garcia was released on bond and absconded to Canada on an unknown date.

On June 6, 2019, Sandoval-Garcia was paroled into the U.S. from Canada on a federal warrant for illegal re-entry and a local warrant in Deschutes County, Oregon for offenses related to child sexual abuse.

U.S. immigration and Customs Enforcement’s (ICE), Enforcement and Removal Operations (ERO) received information that he was booked into the Deschutes County Jail and lodged an immigration detainer with the jail.

On March 4, 2020, Sandoval-Garcia was convicted of two counts of felony sexual abuse of a minor and sentenced to 300 months in prison.

Sandoval-Garcia’s immigration history includes two prior removals from the U.S. in 1991.” – Tanya Roman, ICE Public Affairs Officer.

The incarceration of criminal illegal alien sexual predator Ezequiel Sandoval-Garcia in the Oregon Department of Corrections prison system adds one to the number of 370 identified Mexican national sex offenders in the DOC prisons on March 1, 2020.

Information obtained from the Oregon Department of Corrections (DOC) indicated on March 1, 2020 that 168 of 825 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for the crime of rape — 20.36 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for rape in DOC prisons does not necessarily equal the number of Oregon residents victimized by the violent crime of rape).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number of criminal alien inmates along with the number and percentage of those alien inmates incarcerated on March 1st in the state’s prisons for the crime of rape.

Significant numbers, the 168 criminal aliens in the DOC prison system incarcerated for rape were 16.94 percent of all inmates, domestic and foreign, in the state’s prisons for the crime of rape.

Using the DOC Inmate Population Profile and ICE immigration detainer numbers from March 1st, the following table reveals the total number inmates incarcerated for rape, the number of domestic and criminal alien inmates incarcerated for rape and the percentage rapes committed by criminal aliens.

Five Oregon counties Washington (47 alien rapists), Marion (45 alien rapists), Multnomah (23 alien rapists), Lane (13 alien rapists) and Clackamas (8 alien rapists) had 136 of 168 criminal alien inmates incarcerated in DOC prisons for the crime of rape — 80.95 percent of the alien inmates incarcerated for rape.

Information obtained from the Oregon Department of Corrections (DOC) indicated on March 1, 2020 that 444 of 825 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for three types of sex crimes — sex abuse, rape and sodomy — 53.82 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for sex crimes in DOC prisons does not necessarily equal the number of Oregon residents victimized by alien sex abuse, rape and sodomy.).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table is a numerical breakdown by number and percentage of the 444 criminal alien inmates incarcerated on March 1st in the state’s prisons for the crimes of sex abuse, rape and sodomy.

Seven Oregon counties, Marion (121 alien sex offenders), Washington (108 alien sex offenders), Multnomah (73 alien sex offenders), Lane (25 alien sex offenders), Clackamas (23 alien sex offenders), Jackson (14 alien sex offenders) and Yamhill (13 alien sex offenders) had 377 of 444 criminal alien inmates incarcerated in DOC prisons for sex crimes — 84.91 percent of the alien sex offenders incarcerated in the state’s prisons.
