It has been an interesting last week in the month of July 2020 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week’s report for your radio listeners is on a criminal illegal alien who has been convicted and sentenced for multiple crimes in the state of Oregon.

On Thursday, January 23, 2020 Alfonzo Felipe-Jacinto (SID: 19249458; DOB: 01/15/1987), age 33, was placed in the custody of the Marion County Correctional Facility (MCCF) in Salem, Oregon after being arrested by Woodburn Police Department (WPD).

A viewing of the online Marion County Correctional Facility Inmate Roster reveals Alfonzo Felipe-Jacinto was charged with two counts of second degree Robbery; furthermore, Felipe-Jacinto has an ICE Hold – No Bail ICE placed on him.

Some history, this is not the first time Alfonzo Felipe-Jacinto has been in the custody of the Marion County Correctional Facility.

On Thursday, January 1, 2013 Alfonzo Felipe-Jacinto, at the time age 25, was placed in the custody of the MCCF after being arrested by Woodburn Police Department.

The online MCCF Full Inmate Roster revealed Alfonzo Felipe-Jacinto was charged with one count of fourth degree Assault, Strangulation, and first degree Burglary; furthermore, Felipe-Jacinto had an ICE Hold – No Bail ICE placed on him.

The “Criminal Alien of the Week Report” on Monday, July 27, 2020 sent via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) Tanya Roman a request for information on the historical immigration status of Alfonso Felipe-Jacinto.

On Wednesday, July 29, 2020 ICE Public Affairs Officer Roman sent via e-mail the following statement on Alfonso Felipe-Jacinto:

“Criminal alien Alfonso Felipe-Jacinto is a dual citizen of Mexico and Guatemala and in the United States illegally. On Jan 23, Felipe-Jacinto was arrested by the Woodburn Police Department for two counts of robbery in the second degree and detained at the Marion County Jail. On Jan. 27, U.S Immigration and Customs Enforcement’s (ICE), Enforcement and Removal Operations (ERO) encountered Felipe-Jacinto at the jail and issued an immigration detainer. On Feb. 11, an arrest warrant was issued by a U.S. Magistrate Judge for Felipe-Jacinto for illegal reentry.

A review of Felipe-Jacinto’s immigration and criminal history reveals the following:

On June 30, 2005, Felipe-Jacinto was encountered by U.S. Border Patrol and granted voluntary return to Mexico.

Felipe-Jacinto illegally reentered the U.S. on an unknown date and through an unknown location.

On Dec. 1, 2011, ICE ERO issued an immigration detainer on Felipe-Jacinto after encountering him in the Marion County Jail. On Dec. 12, 2011, the Marion County Jail honored the immigration detainer and Felipe-Jacinto was transferred to ICE custody.

On Dec. 8, 2011, Felipe-Jacinto was convicted for assault in the fourth degree and sentenced to 18 months’ probation.

On Jan. 30, 2012, an immigration judge ordered Felipe-Jacinto removed to Mexico, and on Feb. 1, 2012, ICE removed him from the U.S.

Felipe-Jacinto illegally reentered the U.S. on an unknown date and through an unknown location.

On Jan. 1, 2013, ICE ERO issued an immigration detainer on Felipe-Jacinto after again encountering him in the Marion County Jail. On Feb. 14, 2013, he was transferred to ICE custody.

On April 11, 2013, Felipe-Jacinto was convicted for attempted burglary in the first degree and forth degree constituting domestic violence. The charges resulted in Felipe-Jacinto being sentenced to 36 months’ probation for each charge.

On April 25, 2013, an immigration judge ordered Felipe-Jacinto removed to Mexico, and on May 13, 2013, ICE removed him from the U.S.

Felipe-Jacinto illegally reentered the U.S. on an unknown date and through an unknown location.” – Tanya Roman, ICE Public Affairs Officer.

“On Background (To be attributed to ICE Official):

ICE’s mission remains consistent: to identify, arrest and remove aliens who present a danger to national security or are a risk to public safety, as well as those who enter the country illegally or otherwise undermine the integrity of our immigration laws and our border control efforts.

Illegal reentry is a federal criminal charge, and violators may face up to 20 years in prison if convicted.

ICE lodges immigration detainers on individuals who have been arrested on criminal charges and who ICE has probable cause to believe are removable aliens. The detainer asks the other law enforcement agency to notify ICE in advance of release and to maintain custody of the alien for a brief period of time so that ICE can take custody of that person in a safe and secure setting upon release from that agency’s custody.” – ICE Public Affairs.

On July 29, 2020 Alfonzo Felipe-Jacinto was still incarcerated at the Marion County Correctional Facility charged with two counts of second degree Robbery and he had ERO immigration detainer issued on him.

If convicted in a Marion County Circuit Court room for two counts of second degree Robbery (two Oregon class B felonies), Alfonzo Felipe-Jacinto could be joining as many as 23 Mexican nationals currently incarcerated for Robbery in the Oregon Department of Corrections (DOC) prison system.

Foreign nationals who declared their country or origin as being Mexico were 180 of 210 criminal aliens from Marion County incarcerated in the DOC prison system — 85.71 percent of the county’s alien inmates in the state’s prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on June 1, 2020 revealed that 59 of the 825 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 7.15 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on June 1st in the state’s prisons for drug crimes.

The 59 criminal aliens in the DOC prison system incarcerated for drug crimes were 6.67 percent of all inmates, domestic and foreign, in the state’s prisons for drug crimes.

Using the DOC Inmate Population Profile and ICE immigration detainer numbers from June 1st, the following table reveals the total number inmates incarcerated for drug crimes, the number of domestic and criminal alien inmates incarcerated for drug crimes and the percentage drug crimes committed by criminal aliens.

Criminal aliens were incarcerated in DOC prisons for drug crimes from 16 of 36 Oregon counties — 44.44 percent of the counties in the state.

Five Oregon counties, Washington (11 alien drug criminals), Clackamas (9 alien drug criminals), Multnomah (9 alien drug criminals), Marion (8 alien drug criminals) and Jackson (5 alien drug criminals) had 42 of 59 criminal alien inmates incarcerated in DOC prisons for drug crimes — 71.19 percent of the alien inmates incarcerated for drug crimes.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of criminal alien inmates incarcerated on June 1st that were sent to prison from the state’s 36 counties for drug crimes.

Criminal aliens from four identified countries were incarcerated in DOC prisons for drug crimes.

Foreign nationals who declared their country or origin as being Mexico were 54 of 59 criminal aliens convicted of drug crimes incarcerated in the DOC prison system — 91.53 percent of the alien drug criminals in the state’s prisons.

Using DOC ICE immigration detainer numbers, the following table reveals the self-declared countries of origin of the 59 criminal alien inmates by number and percentage incarcerated on June 1st in the state’s prisons for drug crimes.

It has been an interesting third full week in the month of July 2020 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week’s report for your radio listeners is on a criminal illegal alien who has been convicted and sentenced for multiple sex crimes against child in the state of Oregon.

On July 9, 2020 the Multnomah County District Attorney’s Office issued a news release titled “Cruz Palacios-Romero receives a 41 1/2 year prison sentence.”

According to the District Attorney’s Office’s news release, on January 21, 2020 a Multnomah County jury unanimously found Cruz Palacios-Romero (SID: 23261288; DOB: 05/03/1982), age 38, guilty of Rape in the first degree and Sexual Abuse in the third degree — 81 counts of child-related sex crimes.

Cruz Palacios-Romero’s female victim was between 11and 12 years of age when the sex abuse started and ended when she was 14 years old. Palacios-Romero’s rape and sex abuse of the child caused her to become pregnant.

Sentencing of Cruz Palacios-Romero occurred in Multnomah County Circuit Court.

On July 22, 2020 Cruz Palacios-Romero was incarcerated at the Oregon Department of Corrections (DOC) Coffee Creek Intake Center in Wilsonville, Oregon.

The “Criminal Alien of the Week Report” on Thursday, July 16, 2020 sent via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) Alethea Smock a request for information on historical immigration status of Cruz Palacios-Romero.

On Wednesday, July 22, 2020 ICE Public Affairs Officer Smock sent via e-mail the following statement on Cruz Palacios-Romero:

“Cruz Palacios-Romero, 38, is an illegally present Salvadoran national who was previously removed from the United States. Palacios-Romero entered the U.S. sometime before 2002 without being admitted or paroled by an immigration officer. He failed to appear for his immigration hearing in 2002, and an immigration judge ordered him removed from the U.S. in absentia. On Jan 23, 2014, ICE encountered Palacios-Romero at the Houston County Jail in Warner Robins, GA where he had been arrested on local charges. Palacios-Romero was subsequently transferred to ICE custody and was removed to El Salvador on Feb 21, 2014. Following his removal, U.S. Border Patrol encountered Palacios-Romero in April 2015 as part of a family unit and released him on an order of recognizance with reporting requirements to ICE. He failed to report as required.

On March 13, 2019, Palacios-Romero was arrested by Portland Police Bureau for rape and sexual assault. Officers with U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) lodged an immigration detainer with the jail. He was also charged with illegal reentry, a felony, by the U.S. District Court, District of Oregon.

On Jan. 21, 2020, a Multnomah County jury found Palacios-Romero guilty of 81 counts of rape in the first degree, incest and sexual abuse in the third degree. A judge sentenced him July 9, 2020, to 500 consecutive months in prison with multiple concurrent sentences.

He is currently in the custody of the Oregon Department of Corrections. He has not yet been arraigned on federal charges.” – Alethea Smock, ICE Public Affairs Officer.

“ON BACKGROUND (TO BE ATTRIBUTED TO ICE OFFICIAL):

ICE’s mission remains consistent: to identify, arrest and remove aliens who present a danger to national security or are a risk to public safety, as well as those who enter the country illegally or otherwise undermine the integrity of our immigration laws and our border control efforts.

Illegal re-entry is a federal criminal charge, and violators may face up to 20 years in prison if convicted.

ICE lodges immigration detainers on individuals who have been arrested on criminal charges and who ICE has probable cause to believe are removable aliens. The detainer asks the other law enforcement agency to notify ICE in advance of release and to maintain custody of the alien for a brief period of time so that ICE can take custody of that person in a safe and secure setting upon release from that agency’s custody. When law enforcement agencies fail to honor immigration detainers and release serious criminal offenders onto the streets, it undermines ICE’s ability to protect public safety and carry out its mission.” – ICE Public Affairs.

Convicted and sentenced for multiple sex crimes against a child and now in the custody of the Oregon Department of Corrections, Salvadoran national child rapist Cruz Palacios-Romero has joined as many as 451 criminal illegal alien sex offenders who are now incarcerated in the DOC prison system.

Portland Police Bureau Officer Thomas Layton Jeffries murdered by Mexican national illegally in U.S.

A look back 23 years ago in foreign national crime (criminal alien) history in the state of Oregon, on Sunday, July 20, 1997 Eufronio Hernandez-Hernandez (SID: 12371205; DOB: 06/08/1977) shot Portland Police Bureau (PPB) Officer Thomas Layton Jeffries, age 35. Officer Jeffries died from his injuries the next day on Monday, July 21, 1997.

Some background information on the shooting incident that took the life of Portland Police Bureau Officer Thomas Layton Jefferies:

Portland Police Bureau Officer Jefferies was killed in the line of duty while trying to arrest Eufronio Hernandez-Hernandez who was wanted in connection with shooting a seven year old child. PPB Officer Jefferies was backing up another police officer when Jefferies was shot as he exited his patrol car. Although mortally wounded, PPB Officer Jefferies was able return gun fire wounding Eufronio Hernandez-Hernandez in the leg.

Eufronio Hernandez-Hernandez’s case was prosecuted in Multnomah County, Oregon.

In late 1998 in a Multnomah County Circuit Court room Eufronio Hernandez-Hernandez was sentenced to life without parole in prison for killing PPB Officer Thomas Layton Jefferies along with other crimes (three counts of Aggravated Murder, three counts of Attempted Murder and one count of Assault in the First Degree).

Currently Eufronio Hernandez-Hernandez is incarcerated in the Oregon Department of Corrections (DOC) prison system at the Two Rivers Correctional Institution (TRCI) located near Umatilla, Oregon.

Wanting to know the actual current immigration status of Eufronio Hernandez-Hernandez, I contacted via e-mail on Friday, May 4, 2018 U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) Carissa Cutrell to investigate if Hernandez-Hernandez was illegally present in the United States when he murdered PPB Officer Jefferies.

On the afternoon of Wednesday, May 9, 2018 here is what ICE Public Affairs Officer Carissa Cutrell had to say via e-mail in response to my inquiry for information on Eufronio Hernandez-Hernandez:

“In November 1998, the Immigration and Naturalization Service lodged a detainer with the Oregon Correctional Institute on Euphronio Hernandez-Hernandez, an illegally present citizen and national of Mexico, after he was convicted of multiple crimes, including aggravated murder, attempt to commit murder and assault in the first degree.” – Carissa Cutrell, ICE Public Affairs Officer.

“FOR BACKGROUND: In 2003, when the Department of Homeland Security was created, the Immigration and Naturalization Service and U.S. Customs Service merged to become U.S. Immigration and Customs Enforcement. Detainers lodged by the former INS are still valid under ICE.” – ICE Public Affairs.

Analysis of the preceding information:

The statement from ICE Public Affairs Officer Carissa Cutrell revealed a significant fact about the immigration status of Eufronio Hernandez-Hernandez; the Mexican national was illegally present in the United States on Sunday, July 20, 1997 when he shot and fatally wounded Portland Police Bureau Officer Thomas Layton Jeffries.

On June 1, 2020 Eufronio Hernandez-Hernandez was one of the 116 criminal aliens incarcerated in the Oregon Department of Corrections prison system for the crime of homicide .

Mexican nationals were 89 of 116 criminal aliens convicted of homicidal crimes (various degrees of murder and manslaughter) incarcerated on June 1st in the state’s prison system — 76.72 percent of all alien inmates serving time for homicidal crimes.

Information obtained from the Oregon Department of Corrections (DOC) indicated on June 1, 2020 that 176 of 825 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for the crime of rape — 21.33 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for rape in DOC prisons does not necessarily equal the number of Oregon residents victimized by the violent crime of rape).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number of criminal alien inmates along with the number and percentage of those alien inmates incarcerated on June 1st in the state’s prisons for the crime of rape.

Significant numbers, the 176 criminal aliens in the DOC prison system incarcerated for rape were 17.74 percent of all inmates, domestic and foreign, in the state’s prisons for the crime of rape.

Using the DOC Inmate Population Profile and ICE immigration detainer numbers from June 1st, the following table reveals the total number inmates incarcerated for rape, the number of domestic and criminal alien inmates incarcerated for rape and the percentage rapes committed by criminal aliens.

Criminal aliens incarcerated in DOC prisons committed at least one crime of rape in 19 of 36 Oregon counties — 52.78 percent of the counties in the state.

Five Oregon counties Washington (50 alien rapists), Marion (47 alien rapists), Multnomah (25 alien rapists), Lane (14 alien rapists) and Clackamas (8 alien rapists) had 144 of 176 criminal alien inmates incarcerated in DOC prisons for the crime of rape — 81.82 percent of the alien inmates incarcerated for rape.

Information obtained from the Oregon Department of Corrections (DOC) indicated on June 1, 2020 that 451 of 825 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for three types of sex crimes — rape, sex abuse and sodomy — 54.67 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for sex crimes in DOC prisons does not necessarily equal the number of Oregon residents victimized by alien rape, sex abuse and sodomy.).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table is a numerical breakdown by number and percentage of the 451 criminal alien inmates incarcerated on June 1st in the state’s prisons for the crimes of rape, sex abuse and sodomy.

Seven Oregon counties, Marion (123 alien sex offenders), Washington (108 alien sex offenders), Multnomah (75 alien sex offenders), Lane (26 alien sex offenders), Clackamas (23 alien sex offenders), Jackson (14 alien sex offenders) and Yamhill (14 alien sex offenders) had 383 of 451 criminal alien inmates incarcerated in DOC prisons for sex crimes — 84.92 percent of the alien sex offenders incarcerated in the state’s prisons.
