In November 2012, county correctional facilities and jails in Clackamas, Jackson, Linn, Lincoln, Marion, NORCOR, Polk, Umatilla, Washington, and Yamhill counties incarcerated 148 criminal aliens for various crimes that had United States (U.S.) Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Holds placed on them by U.S.DHS–ICE agents.

Lincoln County Jail with ICE Holds (11/14/12): 6

Linn County Jail with ICE Holds (11/15/12): 2

Marion County Correctional Facility with ICE Holds (11/19/12): 36

NORCOR (1)  with ICE Holds (11/20/12): 10

Polk County Jail with ICE Holds (11/20/12): 3

Umatilla County Jail (2)  with ICE Holds (11/21/12): 5

Washington County Jail with ICE Holds (11/26/12): 60

Yamhill County Jail with ICE Holds (11/28/12): 11

Total ICE Holds: 148

(1)  NORCOR, an acronym for Northern Oregon Regional Correction Facilities, incarcerates prisoners for Hood River, Wasco, Sherman, Gilliam, and  Wheeler counties.

(2)  Umatilla County Jail incarcerates prisoners for Umatilla and Morrow counties and Confederated Tribes of the Umatilla Indian Reservation.

As a group, for the eleven months of 2012, the preceding 10 county correctional facilities and jails incarcerated an average of 166.64 criminal aliens per day with U.S. DHS–ICE Holds.

It has been an interesting last week in the month of November when it comes to criminal aliens here in the State of Oregon.

Monday, November 26th, the Washington County Jail in Hillsboro, Oregon had 60 criminal aliens incarcerated at the jail, 10.49% of the jail population the United States (U.S.) Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) agents had identified as possibly being in the county illegally. Six of the 60 criminal aliens with U.S. DHS–ICE holds at the Washington County Jail were involved in some type of drug crime, 10.00% of the alien jail population (3-cocaine, and 3-heroin).

Wednesday, November 28th, the Yamhill County Jail in McMinnville, Oregon had 11 criminal aliens incarcerated at the jail, 5.55% of the jail population U.S. DHS–ICE agents had identified as possibly being in the country illegally. Three of the 11 criminal aliens with U.S. DHS–ICE holds at the Yamhill County Jail were involved in some type of drug crime, 27.27% of the alien jail population (2-methamphetamine, and 1-heroin).

This week let us go more in depth in our report to your listeners and look at alcohol/drug related driving crimes committed by the criminal aliens at the preceding two county jails.

The Washington County Jail had 16 criminal aliens charged with “driving under the influence of intoxicants” (DUII), 26.67% of alien jail population.

While, the Yamhill County Jail had four criminal aliens charged with DUII, 36.36% of alien jail population.

With these kinds of statistics, I am still dumbfounded why Governor John Kitzhaber or any Oregon State Legislator would ever support legislation to issue any form of Oregon Drivers License (ODL) or driving privilege card to undocumented persons illegally in the state.

Currently there are 60 Foreign Nationals (criminal aliens) incarcerated at the Washington County Jail in Hillsboro, Oregon for various crimes who have United States (U.S.) Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Holds placed on them by U.S. DHS–ICE.

Of the approximately 572 inmates incarcerated at the Washington County Jail on a daily basis, the 60 criminal aliens make up approximately 10.49% of the jail population (See link).

It has been an interesting second full week in the month of November when it comes to criminal aliens here in the State of Oregon.

Friday, November 9th, the Clackamas County Jail in Oregon City, Oregon had 10 criminal aliens incarcerated at the jail, 2.30% of the jail population the United States (U.S.) Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), agents had identified as possibly being in the country illegally. Two of the 10 criminal aliens with U.S. DHS–ICE holds at the Clackamas County Jail were involved in some type of drug crime, 20.00% of the alien jail population (Methamphetamine and Heroin).

Tuesday, November 13th, the Jackson County Jail in Medford, Oregon had five criminal aliens incarcerated at the jail, 2.17% of the jail population U.S. DHS–ICE agents had identified as possibly being in the country illegally. Four of the five criminal aliens with U.S. DHS–ICE holds at the Jackson County Jail were involved in some type of drug crime, 80.00% of the alien jail population (Methamphetamine, Heroin and Cocaine).

Wednesday, November 14th, the Lincoln County Jail in Newport, Oregon had six criminal aliens incarcerated at the jail, 3.87% of the jail population U.S. DHS–ICE agents had identified as possibly being in the country illegally. Three of the six criminal aliens with U.S. DHS–ICE holds at the Lincoln County Jail were involved in some type of drug crime, 50.00% of the alien jail population (Methamphetamine).

This week we have a pair of criminal aliens of the week to report to your radio listeners.

A traffic stop on Monday, November 12th, by Multnomah County Sheriff Deputies led to the arrest Juventino Islas Campos and Byron Reyes-Escobar on drug related charges, both men were from Gresham, Oregon.

Campos, arrested on Monday, has been charged with Delivery of Heroin and Possession of Heroin.

Reyes-Escobar, arrested on Tuesday, has been charged with Delivery of Heroin and Possession of Heroin, moreover, Delivery of Methamphetamine and Possession of Methamphetamine

Both Juventino Islas Campos and Byron Reyes-Escobar are incarcerated at the Multnomah County Jail where U.S. DHS–ICE agents have identified them as possibly being in the country illegally.
