On June 1, 2021 Oregon’s Marion County had 189 of the 732 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 25.82 percent of the criminal aliens in DOC prisons.

Foreign nationals who declared their country or origin as being Mexico were 156 of 189 criminal aliens from Marion County incarcerated in the DOC prison system — 82.54 percent of the county’s alien inmates in the state’s prisons.

It has been an interesting the last week in the month of July 2021 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we have a report for your radio listeners on another illegal alien who has been charged with drug crimes in the state of Oregon.

On July 16, 2021 the Oregon State Police (OSP) issued a news release titled “OSP Trooper discovers methamphetamine and suspected fentanyl pills concealed inside a vehicle-Deschutes County.”

In greater detail, the Oregon State Police’s news release disclosed an OSP Trooper stopped Yuridia Alonso Barrera, the driver of a 2006 Saturn, for an alleged lane violation on U.S. Highway 97 near milepost 128.

During the traffic stop of Yuridia Alonso Barrera, the Trooper noticed signs of criminal activity so a consent search was conducted. A search by police of the vehicle revealed approximately 4.4 pounds of methamphetamine and approximately 1.1 pounds of suspected fentanyl pills concealed in the vehicle.

After the discovery of the illicit drugs in the vehicle, Yuridia Alonso Barrera, age 38, and passenger Ernesto Adolfo Linares Gomes, age 33, were arrested and lodged on July14, 2021 in the Deschutes County Jail in Bend, Oregon.

The Oregon State Police were assisted in the arrest of the alleged drug traffickers by agents from Homeland Security Investigations (HSI) and members of the Deschutes County Sheriff’s Office.

Looking up Yuridia Alonso Barrera (aka Yuridia Barrera Alonso) and Ernesto Adolfo Linares Gomes (aka Ernesto Adolfo Linares-Gomes aka Ernesto Linares-Gomes) on the Deschutes County Jail Current Inmate List “JailTracker” indicates both individuals have been charged with one count of Unlawful Possession of Methamphetamine, one count of Unlawful Delivery of Methamphetamine and one count of Manufacture/Delivery of a Controlled Substance in Schedule II.

An OREGON JUDICIAL DEPARTMENT – Online Records Search verifies the current criminal charges filed in Deschutes County Circuit Court involving Ernesto Adolfo Linares Gomes (Case Number: 21CR33813) and Yuridia Alonso Barrera (Case Number: 21CR33805).

Seeking information on the historical immigration status of Ernesto Adolfo Linares Gomes and Yuridia Alonso Barrera the “Criminal Alien of the Week Report” on Monday, July 19, 2021 contacted via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) David Yost. The PAO covers the Pacific Northwest region of the country.

On Wednesday, July 28 2021 ICE Public Affairs Officer Yost responded via e-mail with the following statement on Ernesto Adolfo Linares Gomes and Yuridia Alonso Barrera:

“On July 21, U.S. Immigration and Customs Enforcement (ICE) lodged an immigration detainer with the Deschutes County Jail in Oregon on Ernesto Adolfo Linares-Gomes, an unlawfully present Mexican national, following his arrest for unlawful possession and delivery of methamphetamine and unlawful possession, manufacture, and delivery of a schedule II controlled substance. ICE has not previously encountered Linares-Gomes.” – David Yost, ICE Public Affairs Officer.

“ON BACKGROUND:

ICE does not have case information about the second individual.” – ICE Public Affairs.

Focusing on the purpose of this report, Mexican national immigration violator alleged drug trafficker Ernesto Adolfo Linares Gomes if found guilty and sentenced to prison in a Deschutes County Circuit Court room for the numerous drug crimes he has currently been charged with could result in him joining more than five hundred Mexican nationals, all of them with immigration detainers, who are incarcerated in the Oregon Department of Corrections (DOC) prison system.

Information obtained from the Oregon Department of Corrections (DOC) indicated on June 1, 2021 revealed that 24 of the 732 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 3.28 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on June 1st in the state’s prisons for drug crimes.

Information obtained from the Oregon Department of Corrections (DOC) indicated on June 1, 2021 that 166 of 732 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for the crime of rape — 22.68 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for rape in DOC prisons does not necessarily equal the number of Oregon residents victimized by the violent crime of rape).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number of criminal alien inmates along with the number and percentage of those alien inmates incarcerated on June 1st in the state’s prisons for the crime of rape.

Significant numbers, the 166 criminal aliens in the DOC prison system incarcerated for rape were 17.57 percent of all inmates, domestic and foreign, in the state’s prisons for the crime of rape.

Using the DOC Inmate Population Profile and ICE immigration detainer numbers from June 1st, the following table reveals the total number inmates incarcerated for rape, the number of domestic and criminal alien inmates incarcerated for rape and the percentage rapes committed by criminal aliens.

Criminal aliens incarcerated in DOC prisons committed at least one crime of rape in 19 of 36 Oregon counties — 52.78 percent of the counties in the state.

Five Oregon counties Washington (48 alien rapists), Marion (40 alien rapists), Multnomah (26 alien rapists), Lane (14 alien rapists) and Clackamas (8 alien rapists) had 136 of 166 criminal alien inmates incarcerated in DOC prisons for the crime of rape — 81.93 percent of the alien inmates incarcerated for rape.

Criminal aliens from 21 identified countries incarcerated in DOC prisons have raped Oregon residents.

Foreign nationals who declared their country or origin as being Mexico were 132 of 166 criminal aliens convicted of rape incarcerated in the DOC prison system — 79.52 percent of the alien rapists in the state’s prisons.

It has been an interesting the third full week in the month of July 2021 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we have a report for your radio listeners on an illegal alien, an immigration fugitive, who has been convicted of numerous sex crimes in the state of Oregon.

On Monday, July 19, 2021 the Washington County District Attorney’s Office (WCDAO) issued a news release titled “Francisco-Javier Hernandez-Esteban Convicted on 11 Counts in Child Sexual Abuse Case.”

Some background information, on September 15, 2019 Francisco Javier Hernandez-Esteban was arrested by the Tualatin Police Department (TPD) and charged with 10 counts of Sex Abuse in the First Degree and two counts of Sex Abuse in the Third Degree.

On Friday, July 16th a Washington County jury convicted Francisco Javier Hernandez-Esteban of 11 counts of Sex Abuse in the First Degree.

Two of Francisco Javier Hernandez-Esteban’s victims were children in Washington County.

In an outstanding separate criminal case, another child was allegedly abused in Clackamas County.

An OREGON JUDICIAL DEPARTMENT – Online Records Search reveals the majority of the criminal cases being or having been adjudicated in Washington County Circuit Court involving Francisco Javier Hernandez-Esteban:

• File Date: 09/11/2019: Case Number: 19CR60141: Charge Date 01/01/2014 two counts of Sex Abuse in the First Degree. Charge Date 01/01/2015 three counts of Sex Abuse in the First Degree. Charge Date 01/01/2016 two counts of Sex Abuse in the First Degree. Charge Date 01/01/2017 three counts of Sex Abuse in the First Degree and two counts of Sex Abuse in the Third Degree.

Convicted on 07/16/2021 of 11 counts Sex Abuse in the First Degree and two counts of Sex Abuse in the Third Degree.

Currently, Francisco Javier Hernandez-Esteban aka Francisco J. Hernandez-Esteban (Booking Number: 1912961; DOB: 03/04/1988) is in the custody of the Washington County Jail in Hillsboro, Oregon.

Wanting information on the historical immigration status of Francisco Javier Hernandez-Esteban, the “Criminal Alien of the Week Report” on Tuesday, July 20, 2021 contacted via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) David Yost. The PAO covers the Northwest region of the country.

On Wednesday, July 21, 2021 ICE Public Affairs Officer Yost responded via e-mail with the following statement on Francisco Javier Hernandez-Esteban:

“Francisco Hernandez-Esteban is a Mexican national who is unlawfully present in the United States. U.S. Immigration and Customs Enforcement (ICE) first encountered Hernandez-Esteban in 2011 at the Clackamas County Jail in Oregon where he was being held on local criminal charges. Once he entered ICE custody, he was detained at the Northwest ICE Processing Center (NWIPC). Hernandez-Esteban posted bond set by an immigration judge and was released pending immigration proceedings, ultimately failing to appear. A removal order to Mexico was issued in December 2017. Hernandez-Esteban has been an ICE fugitive since that time.

ICE encountered Hernandez-Esteban again on Sept. 18, 2019, at the Washington County Jail in Oregon, following his arrest for 10 felony charges of sexual abuse in the first degree and two charges of sexual abuse in the third degree. ICE lodged an immigration detainer with the jail, which was not honored.

On June 3, 2020, the Clackamas County Sheriff’s Department arrested Hernandez-Esteban for six additional counts of felony sexual abuse in the first degree. ICE lodged a detainer with the Clackamas County Jail on Hernandez-Esteban on that same date. He remains in local custody.” – David Yost, ICE Public Affairs Officer.

Criminal alien immigration fugitive convicted sexual predator Francisco Javier Hernandez-Esteban after being sentenced in Washington County Circuit Court for 11 counts Sex Abuse in the First Degree and two counts of Sex Abuse in the Third Degree could join as many as of 429 criminal alien sex offenders, all of them with immigration detainers, who on June 1, 2021 were incarcerated in the DOC prison system.

Seven Oregon counties, Marion (114 alien sex offenders), Washington (102 alien sex offenders), Multnomah (75 alien sex offenders), Lane (25 alien sex offenders), Clackamas (22 alien sex offenders), Yamhill (14 alien sex offenders) and Jackson (11 alien sex offenders) had 363 of 429 criminal alien inmates incarcerated in DOC prisons for sex crimes — 84.62 percent of the alien sex offenders incarcerated in the state’s prisons.

Portland Police Bureau Officer Thomas Layton Jeffries murdered by Mexican national illegally present in U.S.

A look back 24 years ago in foreign national crime (criminal alien) history in the state of Oregon, on Sunday, July 20, 1997 Eufronio Hernandez-Hernandez (SID: 12371205; DOB: 06/08/1977) shot Portland Police Bureau (PPB) Officer Thomas Layton Jeffries, age 35. Officer Jeffries died from his injuries the next day on Monday, July 21, 1997.

Some background information on the shooting incident that took the life of Portland Police Bureau Officer Thomas Layton Jefferies:

Portland Police Bureau Officer Jefferies was killed in the line of duty while trying to arrest Eufronio Hernandez-Hernandez who was wanted in connection with shooting a seven year old child. PPB Officer Jefferies was backing up another police officer when Jefferies was shot as he exited his patrol car. Although mortally wounded, PPB Officer Jefferies was able return gun fire wounding Eufronio Hernandez-Hernandez in the leg.

Eufronio Hernandez-Hernandez’s case was prosecuted in Multnomah County, Oregon.

On November 11, 1998 in a Multnomah County Circuit Court room Eufronio Hernandez-Hernandez (Case Number: 970735209) was sentenced on four counts of Aggravated Murder, three counts of Attempted Murder and one count of Assault in the First Degree resulting in him receiving life without parole in prison for killing PPB Officer Thomas Layton Jefferies.

Currently Eufronio Hernandez-Hernandez is incarcerated in the Oregon Department of Corrections (DOC) prison system at the Two Rivers Correctional Institution (TRCI) located near Umatilla, Oregon.

Wanting to know the immigration status of Eufronio Hernandez-Hernandez, I contacted via e-mail on Friday, May 4, 2018 U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) Carissa Cutrell to investigate if Hernandez-Hernandez was illegally present in the United States when he murdered PPB Officer Jefferies.

On the afternoon of Wednesday, May 9, 2018 here is what ICE Public Affairs Officer Carissa Cutrell had to say via e-mail in response to my inquiry for information on Eufronio Hernandez-Hernandez:

“In November 1998, the Immigration and Naturalization Service lodged a detainer with the Oregon Correctional Institute on Euphronio Hernandez-Hernandez, an illegally present citizen and national of Mexico, after he was convicted of multiple crimes, including aggravated murder, attempt to commit murder and assault in the first degree.” – Carissa Cutrell, ICE Public Affairs Officer.

“FOR BACKGROUND: In 2003, when the Department of Homeland Security was created, the Immigration and Naturalization Service and U.S. Customs Service merged to become U.S. Immigration and Customs Enforcement. Detainers lodged by the former INS are still valid under ICE.” – ICE Public Affairs.

Analysis of the preceding information:

The statement from ICE Public Affairs Officer Carissa Cutrell revealed a significant fact about the immigration status of Eufronio Hernandez-Hernandez; the Mexican national was illegally present in the United States on Sunday, July 20, 1997 when he shot and fatally wounded Portland Police Bureau Officer Thomas Layton Jeffries.

On June 1, 2021 Eufronio Hernandez-Hernandez was one of the 112 criminal aliens incarcerated in the Oregon Department of Corrections prison system for the crime of homicide .

Mexican nationals were 85 of 112 criminal aliens convicted of homicidal crimes (various degrees of murder and manslaughter) incarcerated on June 1st in the state’s prison system — 75.89 percent of all alien inmates serving time for homicidal crimes.
