On April 1, 2020 Oregon’s Marion County had 210 of the 830 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 25.30 percent of the criminal aliens in DOC prisons.

The following table reveals how Marion County residents were harmed or victimized by the 210 criminal aliens incarcerated on April 1st in the DOC prison system with U.S. Immigration and Customs Enforcement (ICE) immigration detainers.

Information obtained from the Oregon Department of Corrections (DOC) indicated on April 1, 2020 revealed that 58 of the 830 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 6.99 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on April 1st in the state’s prisons for drug crimes.

The 58 criminal aliens in the DOC prison system incarcerated for drug crimes were 6.41 percent of all inmates, domestic and foreign, in the state’s prisons for drug crimes.

Criminal aliens were incarcerated in DOC prisons for drug crimes from 16 of 36 Oregon counties — 44.44 percent of the counties in the state.

Five Oregon counties, Washington (11 alien drug criminals), Multnomah (10 alien drug criminals), Clackamas (9 alien drug criminals), Marion (7 alien drug criminals) and Jackson (5 alien drug criminals) had 42 of 58 criminal alien inmates incarcerated in DOC prisons for drug crimes — 72.41 percent of the alien inmates incarcerated for drug crimes.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of criminal alien inmates incarcerated on April 1st that were sent to prison from the state’s 36 counties for drug crimes.

It has been an interesting third full week in the month of May when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we take a look at a U.S. Immigration and Customs (ICE) declined immigration detainer report on an illegal alien with a current alleged criminal history in Yakama County, Washington.

Some back ground information, the “Criminal Alien of the Week Report” is always looking for ICE immigration enforcement stories, collaboratively ICE Public Affairs Officers Alethea Smock and Tanya Roman provided the Lars Larson Show with the following report on Wednesday, May 20, 2020:

“Cruz [Adrian] Garcia Perez, 29, is a citizen of Mexico and in the United States illegally. On May 1, Garcia-Perez was arrested by the Sunnyside Police Department for charges of burglary and assault and booked into the Yakima County Jail in Yakima, Washington. On May 1, U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) lodged an immigration detainer with the jail. The Yakima County Jail did not honor the detainer and released Garcia-Perez May 11.

Immigration records reveal that the U.S. Border Patrol previously removed Garcia-Perez from the U.S. on two separate occasions. [He was removed twice in December, 2013, Dec. 19 and Dec. 23.]

Garcia-Perez is now considered an ICE fugitive and may be prosecuted for illegal reentry in violation of 8 USC 1326.” – Alethea Smock, ICE Public Affairs Officer.

Any local jurisdiction thinking that refusing to cooperate with ICE will result in a decrease in local immigration enforcement is mistaken. Local jurisdictions that choose to not cooperate with ICE are likely to see an increase in ICE enforcement activity since the agency has no choice but to conduct more at-large targeted enforcement actions.” – ICE Public Affairs.

Information obtained from the Oregon Department of Corrections (DOC) indicated on April 1, 2020 that 173 of 830 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for the crime of rape — 20.84 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for rape in DOC prisons does not necessarily equal the number of Oregon residents victimized by the violent crime of rape).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number of criminal alien inmates along with the number and percentage of those alien inmates incarcerated on April 1st in the state’s prisons for the crime of rape.

Significant numbers, the 173 criminal aliens in the DOC prison system incarcerated for rape were 17.35 percent of all inmates, domestic and foreign, in the state’s prisons for the crime of rape.

Using the DOC Inmate Population Profile and ICE immigration detainer numbers from April 1st, the following table reveals the total number inmates incarcerated for rape, the number of domestic and criminal alien inmates incarcerated for rape and the percentage rapes committed by criminal aliens.

Criminal aliens incarcerated in DOC prisons committed at least one crime of rape in 19 of 36 Oregon counties — 52.78 percent of the counties in the state.

Five Oregon counties Washington (48 alien rapists), Marion (46 alien rapists), Multnomah (25 alien rapists), Lane (14 alien rapists) and Clackamas (8 alien rapists) had 141 of 173 criminal alien inmates incarcerated in DOC prisons for the crime of rape — 81.50 percent of the alien inmates incarcerated for rape.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of criminal alien inmates incarcerated on April 1st that were sent to prison from the state’s 36 counties for the crime of rape.

Criminal aliens from 22 identified countries incarcerated in DOC prisons have raped Oregon residents.

Foreign nationals who declared their country or origin as being Mexico were 140 of 173 criminal aliens convicted of rape incarcerated in the DOC prison system — 80.92 percent of the alien rapists in the state’s prisons.

Using DOC ICE immigration detainer numbers, the following table reveals the self-declared countries of origin of the 173 criminal alien inmates by number and percentage incarcerated on April 1st in the state’s prisons for the crime of rape.

Information obtained from the Oregon Department of Corrections (DOC) indicated on April 1, 2020 that 452 of 830 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for three types of sex crimes — sex abuse, rape and sodomy — 54.46 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for sex crimes in DOC prisons does not necessarily equal the number of Oregon residents victimized by alien sex abuse, rape and sodomy.).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table is a numerical breakdown by number and percentage of the 452 criminal alien inmates incarcerated on April 1st in the state’s prisons for the crimes of sex abuse, rape and sodomy.

Seven Oregon counties, Marion (123 alien sex offenders), Washington (110 alien sex offenders), Multnomah (75 alien sex offenders), Lane (26 alien sex offenders), Clackamas (23 alien sex offenders), Jackson (14 alien sex offenders) and Yamhill (13 alien sex offenders) had 384 of 452 criminal alien inmates incarcerated in DOC prisons for sex crimes — 84.96 percent of the alien sex offenders incarcerated in the state’s prisons.

Using DOC ICE immigration detainer numbers, the following table indicates the location by county of where the 452 criminal alien inmates were sent to serve time in the state’s prison system for sex crimes; furthermore, the table is a numerical breakdown by county of the type of sex crimes alien inmates committed that got them sent to the state’s prison system; finally, the table gives the total number and percentage of alien inmates by county incarcerated for sex crimes in the state’s prison system.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on April 1st in the state’s prisons for homicidal crimes.

Seven Oregon counties, Multnomah (29 alien inmates convicted of homicidal crimes), Marion (24 alien inmates convicted of homicidal crimes), Washington (18 alien inmates convicted of homicidal crimes), Umatilla (9 alien inmates convicted of homicidal crimes), Clackamas (6 alien inmates convicted of homicidal crimes), Jackson (5 alien inmates convicted of homicidal crimes) and Lane (5 alien inmates convicted of homicidal crimes) had 96 of 119 criminal alien inmates incarcerated in DOC prisons for homicidal violence — 80.67 percent of the alien inmates in the state’s prisons for homicidal crimes.

It has been an interesting second first full week in the month of May when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we take a look at for your Pacific Northwest radio listeners a criminal illegal alien sex offender with a past criminal connection to Lane County, Oregon.

Friday, April 24, 2020 posted on the U.S. Immigration Customs Enforcement (ICE) website was a news release titled “ICE “Most Wanted” fugitive apprehended in California” that disclosed ICE Enforcement Removal Operations (ERO) arrested Julio Garcia-Castellano aka Victor Garcia Ignacio, age 33.

Here are excerpts from the April 24th ICE Enforcement Removal Operations’ news release:

“Aggravated felon Julio Garcia-Castellano, also known as Victor Garcia Ignacio, 33, is an unlawfully present Guatemalan national and was convicted of second-degree rape by the Circuit Court of the State of Oregon for Lane County, Feb. 1, 2010.

Garcia-Castellano has two previous removals in 2007 and 2016.”.

According to the ICE news release Julio Garcia-Castellano faces federal prosecution for illegal reentry of a previously removed felon.

Wanting to know additional Oregon immigration status history on Julio Garcia-Castellano aka Victor Garcia Ignacio, the “Criminal Alien of the Week Report” contacted on Thursday, April 30, 2020 via e-mail ICE Public Affairs Officer (PAO) Tanya Roman.

On Tuesday, May 4, 2020 ICE Public Affairs Officer Roman sent via e-mail the following statement on Julio Garcia-Castellano aka Victor Garcia Ignacio:

“On April 28, 2007, Guatemalan citizen Julio Garcia-Castellano, aka Victor Garcia Ignacio, was arrested by U.S. Border Patrol after illegally entering the U.S. without inspection, near Casa Grande, Arizona. Garcia-Castellano was issued an expedited removal order and on May 11, 2007, he was removed to Guatemala.

Garcia-Castellano subsequently reentered the U.S. unlawfully, on an unknown date and at an unknown location.

On Nov. 24, 2009, the Eugene Oregon Police Department arrested Garcia-Castellano on local charges. Following that arrest, U.S. Immigration and Customs Enforcement’s (ICE), Enforcement and Removal Operations (ERO), lodged an immigration detainer with the jail. On Jan. 1, 2010, Garcia-Castellano was convicted of rape in the second degree and transferred to the custody of the Oregon Department of Corrections (DOC) to serve a 75-month sentence. Pursuant to an immigration detainer, ICE ERO assumed custody of Garcia-Castellano on Feb. 23, 2016. On March 16, 2016, ICE ERO removed him to Guatemala.” – Tanya Roman, ICE Public Affairs Officer.
