Information obtained from the Oregon Department of Corrections (DOC) indicated on October 1, 2018 that 738 of the 919 foreign nationals (criminal aliens) in the state’s prison system were Mexican nationals —80.30 percent of the criminal alien prison population (Note: The number of Mexican nationals incarcerated in DOC prisons does not necessarily equal the number of Oregon residents victimized by this specific group of criminal aliens).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on October 1st in the state’s prisons who declared themselves as being Mexican nationals.

Mexican (MEX) national criminals were sent to DOC prisons from 27 of 36 Oregon counties —75.00 percent of the counties in the state.

Six Oregon counties, Marion (197 MEX inmates), Washington (150 MEX inmates), Multnomah (122 MEX inmates), Clackamas (64 MEX inmates), Lane (32 MEX inmates) and Jackson (27 MEX inmates) had 592 of the 738 Mexican national inmates incarcerated in DOC prisons — 80.22 percent of the criminal alien inmates.

Using DOC ICE detainer numbers, the following table reveals the number and percentage of Mexican national inmates incarcerated on October 1st that were sent to prison from the state’s 36 counties.

Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico pose high economic cost on Oregonians.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for 738 Mexican national inmates is approximately ($79,895.88) per day, ($559,271.16) per week, and ($29,161,996.20) per year.

None of preceding cost estimates for the DOC to incarcerate the 738 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

The Oregon Department of Corrections (DOC) October 1, 2018 Inmate Population Profile indicated there were 14,921 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on October 1st there were 919 foreign nationals (criminal aliens) incarcerated in the state’s prison system; criminal aliens were 6.16 percent of the total prison population.

Some background information, all the criminal aliens incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE detainers placed on them.

Using DOC Inmate Population Profiles and ICE detainer numbers, the following table reveals the total number inmates, the number of domestic and criminal alien inmates along with the percentage of inmates with ICE detainers incarcerated on October 1st in the state’s prisons.

It has been an interesting second full week in the month of November when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we take a look at for your radio listeners two illegal aliens who are charged with drug crimes in the State of Idaho.

On Sunday, October 14, 2018 the Idaho State Police (ISP) stopped a vehicle on U.S. Highway 20 near Idaho Falls, Idaho allegedly being driven by Javier Luna-Gutierrez, age 25, of Visalia, California. Aida Rodriguez-Hernandez, age 19, also of Visalia, California was a passenger in the vehicle. During the course of traffic stop ISP discovered 117 pounds of marijuana and a small amount of methamphetamine.

Consequently Javier Luna-Gutierrez was arrested for trafficking marijuana and possession of methamphetamine. Aida Rodriguez-Hernandez was arrested for trafficking marijuana.

Apparently, during the traffic stop Javier Luna-Gutierrez identified himself with a fictitious California Driver’s license. The Department of Homeland Security (DHS) Task Force ran the name of “Javier Luna-Gutierrez” through the DHS Federal Data base of fingerprints and discovered his true identity was Armando Sarmiento-Sarmiento.

The ISP followed-up on the DHS information on Armando Sarmiento-Sarmiento and discovered that he had a U.S. Marshals Federal Warrant out of the State of Utah.

The U.S. Marshals warrant on Armando Sarmiento-Sarmiento included the charges of one count of Possession of Methamphetamine with Intent to Distribute, one count Possession of Marijuana with Intent to Distribute, one count Possession of a Firearm and ammunition by an illegal Alien, one count Carrying a Firearm during and in relation to drug trafficking crime and one count Re-Entry of a previously removed Alien.

Additional criminal charges against Armando Sarmiento-Sarmiento now include Providing False Information to an Officer, Driving without Privileges and Possession of Drug Paraphernalia.

Armando Sarmiento-Sarmiento (ID: 132369; DOB: 10/24/1991) and Aida Rodriguez-Hernandez (ID: 132368; DOB: 12/17/1998) are currently incarcerated at the Bonneville County Jail located in Idaho Falls, Idaho.

Wanting confirmation on immigration status of both Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez immigration status, I contacted via e-mail on Tuesday, November 13, 2018 U.S. Immigration and Customs Enforcement (ICE) Public Affairs.

Here are some of the written questions I sent to ICE Public Affairs:

Are Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez currently illegally present in the United States of America (USA)?

When Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez were arrested for various drug crimes were they illegally present in the USA?

Can ICE confirm if immigration detainers have been placed on Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez since they have been incarcerated at the Bonneville County Jail?

If ICE Officers placed immigration detainers on Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez are Bonneville County Jail Deputies going to honor those immigration detainers?

Have ICE officers obtained federal judicial warrants for the arrest of Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez since they have been in the custody of the Bonneville County Jail?

Have Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez ever served time in a federal prison for an immigration crime or violation?

Is ICE currently trying to remove Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez for a past crime they may have committed while illegally present in the country?

How many times has ICE removed Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez from the USA?

Do ICE Officers know the actual county origin of Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez?

On the afternoon of Wednesday, November 14, 2018 here is what ICE Western Regional Director (Spokesperson) Office of Public Affairs Paige D. Hughes had to say via e-mail in response to my inquiry for information on Martin Gallo-Gallardo Armando Sarmiento-Sarmiento and Aida Rodriguez-Hernandez:

“Regarding your request for information related to two individuals in Bonneville County Jail. U. S. Immigration and Customs Enforcement (ICE) lodged detainers with the Bonneville County Jail Oct. 15 on Aida Rodrigues-Hernandez, 19, and Armando Sermiento-Sarmiento, 27, two unlawfully present Mexican nationals currently in Bonneville County custody. Mr. Sarmiento was previously removed from the U.S. twice in November 2012 based on an order of expedited removal, and he subsequently illegally re-entered the country, which is a felony act under federal law.” – Paige D. Hughes, ICE Western Regional Director (Spokesperson) Office of Public Affairs.

“BACKGROUND:

ICE continues to focus its limited enforcement resources first and foremost on those who pose the greatest threat to public safety. Nationally, approximately 90 percent of all persons arrested by ICE during the first three quarters of the 2018 fiscal year either had a criminal conviction, a pending criminal charge, or were already subject to a removal order issued by a federal immigration judge.

Aliens placed into removal proceedings receive all appropriate legal process before the federal immigration courts, which are administered by the Executive Office for Immigration Review (EOIR). EOIR is an agency within the U.S. Department of Justice, and is separate from the U.S. Department of Homeland Security and ICE. A troubling fact, according to U.S. Customs and Border Protection (CBP) Border Patrol Criminal Alien Statistics 6,259 criminal aliens were taken into custody and arrested for attempting to illegally enter or reenter the USA in Fiscal Year 2018 Year to Date (FY2018YTD), October 1, 2017 – August 31, 2018 (Note: CBP’s Fiscal Year runs from October 1, 2017 – September 1, 2018).

United States Customs and Border Protection (CBP) is an important element of the U.S. Department of Homeland Security (DHS) who along with other elements of DHS collectively work together in attempting to keep our nations citizens and residents safe from foreign national threats to public safety.

A critical responsibility of U.S. Customs and Border Protection is preventing foreign nationals (criminal aliens) who have been convicted of domestic or foreign crimes and deported from the country from illegally entering or reentering the United States of America.

The U.S. Border Patrol Criminal Alien Statistics webpage is an excellent source for information that indicates the number of criminal aliens CBP caught, interdicted or prevented from entering the country. Moreover, the Criminal Alien Statistics webpage reveals the types of prior criminal convictions that prohibited them by federal law from being legally present in the country.

For Fiscal Year 2018 Year to Date (FY2018YTD), October 1, 2017 – August 31, 2018, U.S. Customs and Border Protection has taken into custody and arrested 6,259 criminal aliens (Note: CBP’s Fiscal Year runs from October 1, 2017 – September 1, 2018).

Listed below are the total criminal convictions of the 6,259 criminal aliens by types and numbers of crimes for FY2018YTD; the most recent U.S. Customs and Border Protection criminal alien numbers available were posted on the CBP webpage on October 23, 2018 (Note: The preceding CBP number of criminal aliens doesn’t match the actual number of illegal alien criminals because some aliens had more than one criminal conviction.).

Explaining the preceding numbers, U.S. Customs and Border Protection took into custody and arrested for FY2018YTD 6,259 criminal aliens having 7,820 previous criminal convictions.

To help politicians, electronic / hardcopy media outlets or interest persons put a real world face on some of the 6,259 criminal aliens that were arrested by U.S. Customs and Border Protection for illegally entering or reentering the country during FY2018YTD the CBP Newsroom webpage is a starting point to look for local or national media releases on criminal aliens.

Wanting to find out if U.S. Customs and Border Protection detained and arrested any criminal aliens convicted of crimes in the State of Oregon, I clicked on the upper left side of the CBP Newsroom webpage on News Releases and opened the Media Releases webpage.

Near the top of the CBP Media Releases webpage I set the date search criteria to reflect the FY2018YTD time period (October 1, 2017 – August 31, 2018), set the Media Releases box to read Local Media Releases, typed in the Keywords box Oregon, clicked the Apply button and multiple stories that fit the parameters of my search appeared in the form of individual press releases.

The United States having a significant foreign national population residing within the nations boundaries, be they legally or illegally present in the country, unfortunately includes those who commit crimes.

The extent and impact of foreign national crime on the U.S. citizens and residents of this country is clearly revealed by a simple search on the U.S. Federal Bureau of Prisons (BOP) inmates statistics website under the heading of inmate citizenship.

Here are the countries of origin, moreover, the number and percentage of those countries citizens recently incarcerated in the U.S. BOP prison system (Note: The most recent BOP crime numbers available were from October 27, 2018.).

Inmate Citizenship:

– México 21,969 inmates, 12.1 percent;
– Colombia 1,644 inmates, 0.9 percent;
– Dominican Republic 1,403 inmates, 0.8 percent;
– Cuba 1,165 inmates, 0.6 percent;
– Other / unknown countries 8,820 inmates, 4.9 percent;
– United States 145,831 inmates, 80.6 percent;

Total Inmates: 180,832 inmates.

To explain the meaning of these preceding criminal alien inmate numbers and percentages, I will translate them into words:

Combining October 27th BOP criminal alien inmate numbers, there were 35,001 criminal aliens in the BOP prison system. Alien inmates were 19.4 percent of the federal prison population.

With 21,969 Mexican nationals being incarcerated in the BOP prison system, at 62.8 percent, they were the vast majority of criminal aliens in federal prisons.

The U.S. Federal Bureau of Prisons breaks down the federal prison population into 13 types of offenses. One of the top five offenses, the reason inmates are serving time in federal prisons is for immigration crimes. There were 10,934 inmates in the BOP prison system incarcerated for immigration crimes; they were 6.5 percent of the federal prison population.

It has been an interesting first full week in the month of November when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we take a look at for your radio listeners at an illegal alien who is charged with the murder of a woman in the State of Oregon.

On Tuesday, October 30, 2018 Clackamas County Inter-agency Task Force (CCITF), and Portland Police Bureau homicide detectives and Missing Persons Unit concluded an investigation that resulted in the arrest of Martin Gallo-Gallardo, age 45, for allegedly murdering his wife Coral Rodriguez-Lorenzo, age 38, a resident of Southeast Portland, Oregon. Martin Gallo-Gallardo on October 29th while being interviewed by a bilingual detective confessed to the murder of Coral Rodriguez-Lorenzo. (See attachment with photos).

Martin Gallo-Gallardo (SID: 22751383; DOB: 11/3/72) is currently incarcerated at the Clackamas County Jail which is located in Oregon City, Oregon.

Wanting to know the immigration status of Martin Gallo-Gallardo, I contacted via e-mail on Wednesday, October 31, 2018 U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer Tanya J. Roman to investigate if he was illegally present in the United States of America.

Here are some of the written questions I sent to ICE Public Affairs Officer Tanya Roman:

Is Martin Gallo-Gallardo currently illegally present in the United States of America (USA)?

Was Martin Gallo-Gallardo illegally present in the USA when he allegedly murdered his wife?

Have ICE officers placed an immigration detainer on Martin Gallo-Gallardo since his incarceration in the Clackamas County Jail?

If ICE officers placed immigration an immigration detainer on Martin Gallo-Gallardo are Clackamas County Jail Deputies going to honor that immigration detainer?

Have ICE officers obtained federal judicial warrant for the arrest of Martin Gallo-Gallardo since he has been in the custody of the Clackamas County Jail?

Has Martin Gallo-Gallardo ever served time in a federal prison for an immigration crime or violation?

Is ICE currently trying to remove Martin Gallo-Gallardo for a past crime he may have committed while illegally present in the country?

How many times has ICE removed Martin Gallo-Gallardo from the United States of America?

Do ICE officers know the actual county origin of Martin Gallo-Gallardo?

On the afternoon of Friday, November 2, 2018 here is what ICE Public Affairs Officer Roman had to say via e-mail in response to my inquiry for information on Martin Gallo-Gallardo:

“ICE maintains that cooperation by local law enforcement is an indispensable component of promoting public safety. Gallo-Gallardo is a citizen of Mexico who has been previously apprehended by the Border Patrol multiple times unlawfully entering the United States. U.S. Immigration and Customs Enforcement (ICE) placed an immigration detainer on Gallo-Gallardo on March 6, following his arrest for Felony Assault 4^th degree. The Multnomah County Jail did not honor that detainer and Gallo-Gallardo was released on bond on March 8.

The fact is, ICE placed an immigration detainer on Gallo-Gallardo on March 6, following his arrest for Felony Assault 4^th degree. The detainer specifically requested notification of Gallo-Gallardo’s release.  Under current Oregon law, Multnomah County does not honor detainers in any way. The jail did not contact ICE to provide advance notification of Gallo-Gallardo’s release, which is something routinely done by other counties. Because the detainer request was ignored, Gallo-Gallardo was released on bond on March 8.

In addition to false claims that ICE never filed a detainer, the county’s statement on this matter ignores the fact that there is no mechanism for a judge to issue a criminal warrant for an administrative immigration arrest. Oregon’s sanctuary policies fail to recognize federally established processes for the enforcement of immigration law, and they do so at the expense of the safety of their citizens.” – ICE Public Affairs.

Wanting to know more detailed information on the immigration status of Martin Gallo-Gallardo, I contacted via e-mail on Monday, November 5, 2018 U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer Tanya J. Roman:

Since ICE officers have placed an immigration detainer on Martin Gallo-Gallardo, will Clackamas County Jail Deputies’ honor that immigration detainer placed on Gallo-Gallardo?

Has Martin Gallo-Gallardo ever served time in a federal prison for an immigration crime or violation?

How many actual times have ICE and U.S. Customs and Border Protection (CBP) removed Martin Gallo-Gallardo from the United States of America?

On the afternoon of November 5th here is what ICE Public Affairs Officer Roman had to say via e-mail in response to my inquiry for information on Martin Gallo-Gallardo:

“Gallo-Gallardo, a citizen of Mexico unlawfully present in the United States, has not previously spent time in a federal prison for an immigration crime or violation. He was arrested by the Border Patrol three times in Arizona in 2001 and allowed to voluntarily return to Mexico each time. After his criminal arrest in March of this year, U.S. Immigration and Customs Enforcement (ICE) successfully faxed an immigration detainer to Multnomah County Jail, which was ultimately ignored. Following his release, multiple attempts by ICE to locate and arrest Gallo-Gallardo were unsuccessful.” – ICE Public Affairs.

A troubling fact, on September 1, 2018 foreign nationals who declared their country or origin as being Mexico were 103 of 133 criminal aliens convicted of homicidal crimes incarcerated in the Oregon Department of Corrections (DOC) prison system — 77.44 percent of the alien inmates in the state’s prisons for homicidal crimes.

On September 1, 2018 Oregon’s Marion County had 224 of the 920 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 24.35 percent of the criminal aliens in DOC prisons.
