On April 1, 2021 Oregon’s Marion County had 194 of the 745 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 26.04 percent of the criminal aliens in DOC prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on April 1, 2021 revealed that 30 of the 745 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 4.03 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on April 1st in the state’s prisons for drug crimes.

It has been an interesting the fourth full week in the month of May 2021 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we have a report for your radio listeners on an illegal alien, a repeat immigration violator, who has been charged, convicted and served time in prison for numerous crimes in the state of Oregon.

A search on May 18, 2021 by the “Criminal Alien of the Week Report” revealed Rigoberto Manzanares-Hernandez, country of birth Mexico, is now in the custody of the Northwest ICE Processing Center (NWIPC) in Tacoma, Washington.

Some background information, on April 5, 2021 Rigoberto Manzanares-Hernandez (SID: 15914192; DOB: 01-04-1986) was incarcerated at the Marion County Correctional Facility (MCCF) in Salem, Oregon.

An OREGON JUDICIAL DEPARTMENT – Online Records Search revealed the current and past criminal cases involving Rigoberto Manzanares-Hernande in Marion County, Oregon:

• File Date: 02/06/2017: Case Number: 17CR077020: On 09/18/2017 convicted of one count of Assault in the Fourth Degree and Menacing; on 05/06/ 2021 convicted of one count of Assault in the Fourth Degree and Coercion.

• File Date: 11/21/2016: Case Number: 16CR74436: On 05/06/2021 convicted of Unauthorized Use of a Motor Vehicle.

• File Date: 05/26/2009: Case Number: 09C44594: On 04/21/2011 convicted of one count of Assault in the Fourth Degree.

• File Date: 11/13/2008: Case Number: 08C51390: On 04/21/2011 convicted of one count of Driving Under the Influence of Intoxicants and Recklessly Endangering Another Person.

Marion County Correctional Facility historical online records from April 2, 2011 on Rigoberto Manzanares-Hernandez (SID: 15914192; DOB: 01-04-1986) indicate “Arrest: INS . . . Docket: A89 839 850 . . .Hold Auth: INS — INS HOLD . . . No Bail INS.”

Also on May 18, 2021 the “Criminal Alien of the Week Report” contacted by telephone and e-mail Oregon Department of Corrections (DOC) Communications Manager Jennifer Black to determine the time period Rigoberto Manzanares-Hernandez was in the custody of the DOC prison system for his most recent criminal convictions.

On the same day DOC Communications Manager Black sent via e-mail the following detailed information on the most recent custody history of Rigoberto Manzanares-Hernandez in the state’s prison system:

“Rigoberto Manzanares-Hernandez:

• 17CR07702/01 Assault IV, convicted 9/18/2017, sentenced to 18 months DOC custody;

• 17CR07702/02 Assault IV, convicted 9/18/2017, sentence to 24 months DOC custody- released for resentencing on 4/14/2021, returned to DOC from court on 5/11/2021;

• 17CR07702/03 Coercion, convicted 9/18/2017, sentence to 60 months consecutive to count 2 – released for resentence 4/14/2021, returned to DOC from court 5/11/2021 sentence lowered to 50 months concurrent;

• 16CR74436/01 Un Use Vehicle, convicted 9/18/2017, sentenced to 6 months local jail;

Rigoberto Manzanares-Hernandez was admitted to DOC custody on 9/19/2017, released on 4/14/2021 for resentencing, returned from court on 5/11/2021 and released to Post-Prison Supervision on 5/12/2021 as an immediate release.” – Jennifer Black, DOC Communications Manager.

Wanting information on the historical immigration status of Rigoberto Manzanares-Hernandez, the “Criminal Alien of the Week Report” on Wednesday, May 19, 2021 contacted via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) David Yost. The PAO covers the Northwest region of the country.

On Wednesday, May 26, 2021 ICE Public Affairs Officer Yost responded via e-mail with the following statement on Rigoberto Manzanares-Hernandez:

“Rigoberto Manzanares-Hernandez, 35, is a Mexican national unlawfully present in the United States. He was first encountered by U.S. Immigration and Customs Enforcement (ICE) at the Marion County Jail, Salem, Oregon, in October 2008; an immigration detainer was lodged, he was transferred to ICE custody, processed and voluntarily returned to Mexico the following month. Subsequently, Manzanares-Hernandez violated immigration law by unlawfully reentering without admission or parole; he was processed as an expedited removal in December 2008, and as a reinstatement of a prior removal order in June 2011.

Manzanares-Hernandez has multiple convictions including assault, reckless endangerment and driving under the influence in 2011; domestic violence and coercion in 2017; and illegal reentry after removal in 2018. On May 12, the Oregon Department of Corrections (ODOC) transferred custody of Manzanares-Hernandez to ICE; he was processed as a reinstatement of a prior order, and was transferred to the Northwest ICE Processing Center pending removal.” – David Yost, ICE Public Affairs Officer.

“On Background:

ICE continues to use the civil immigration enforcement priorities directed by the U.S. Department of Homeland Security (DHS) on Jan. 20, to focus its resources on threats to national security, border security and public safety. ICE will continue to carry out the duties of enforcing the laws of the United States to further the safety and security of our communities.

In accordance with the Immigration and Nationality Act (INA), illegal re-entry after removal is a federal criminal charge, and violators are subject to imprisonment if convicted. A person who is ordered removed, is physically removed, and thereafter illegally reenters, can be subject to reinstatement of the previous removal order.

Expedited removals occur when a non-U.S. citizen is denied entry into the United States and is physically removed, usually from a U.S. port of entry. Expedited removals carry the same legal consequences as a removal.” – ICE Public Affairs.

Fortunately, for the public safety of the residents of the state, on May 12th the Oregon Department of Corrections’ transferred criminal alien Rigoberto Manzanares-Hernandez to ICE custody.

Criminal alien repeat immigration violator Rigoberto Manzanares-Hernandez was one of 583 Mexican nationals, all of them with immigration detainers, who on April 1, 2021 were incarcerated in the DOC prison system.

Information obtained from the Oregon Department of Corrections (DOC) indicated on April 1, 2021 that 439 of 745 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for three types of sex crimes — rape, sex abuse and sodomy — 58.93 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for sex crimes in DOC prisons does not necessarily equal the number of Oregon residents victimized by alien rape, sex abuse and sodomy.).

Seven Oregon counties, Marion (118 alien sex offenders), Washington (105 alien sex offenders), Multnomah (75 alien sex offenders), Lane (25 alien sex offenders), Clackamas (23 alien sex offenders), Jackson (13 alien sex offenders) and Yamhill (13 alien sex offenders) had 372 of 439 criminal alien inmates incarcerated in DOC prisons for sex crimes — 84.74 percent of the alien sex offenders incarcerated in the state’s prisons.

Seven Oregon counties, Marion (160 MEX national inmates), Washington (122 MEX national inmates), Multnomah (89 MEX national inmates), Clackamas (33 MEX national inmates), Lane (27 MEX national inmates), Jackson (22 MEX national inmates) and Umatilla (22 MEX national inmates) had 475 of the 583 Mexican national inmates incarcerated in DOC prisons — 81.48 percent of the MEX national inmates.

Significant numbers, there were 360 of the 583 criminal alien inmates from Mexico incarcerated in DOC prisons for three types of sex crimes — rape, sex abuse and sodomy — 61.75 percent of the Mexican national inmates in the state’s prisons.

When compared to the overall DOC criminal alien prison population, Mexican nationals were 85 of the 112 criminal aliens convicted of homicidal crimes (various degrees of murder and manslaughter) incarcerated in the state’s prison system — 75.89 percent of all alien inmates serving time for homicidal crimes.

Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico place a substantial economic burden on Oregonians.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($116.89) per day.

The DOC’s incarceration cost for 583 Mexican national inmates is approximately ($68,146.87) per day, ($477,028.09) per week, and ($24,873,607.55) per year.

None of preceding cost estimates for the DOC to incarcerate the 583 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.
