On August 1, 2020 Oregon’s Marion County had 208 of the 826 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 25.18 percent of the criminal aliens in DOC prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on August 1, 2020 revealed that 62 of the 826 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for drug crimes — 7.51 percent of the criminal alien prison population.

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates in the DOC prison system along with the number and percentage of those alien inmates incarcerated on August 1st in the state’s prisons for drug crimes.

Foreign nationals who declared their country or origin as being Mexico were 142 of 175 criminal aliens convicted of rape incarcerated in the DOC prison system — 81.14 percent of the alien rapists in the state’s prisons.

It has been an interesting fourth full week in the month of September 2020 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we report on for your radio listeners a criminal alien serial killer who has been serving a life sentence for homicides connected to the states of Oregon and Washington.

Identified as a serial killer, Keith Hunter Jesperson alias the Happy Face Killer (SID: 11620304; DOB: 04/06/1955), age 65, is currently incarcerated in the Oregon Department of Corrections (DOC) prison system serving a life sentence for the crimes of Aggravated Murder and Murder (Note: The information on the locations of Keith Hunter Jesperson’s murder convictions was obtained from the DOC Oregon Offender Search website.):

Keith Hunter Jesperson (Docket Number: 951138546/1) began his sentence and entered into custody of the DOC for the crime Aggravated Murder is indicated as County Multnomah on November 2, 1995;

Keith Hunter Jesperson (Docket Number: 952695CR) began his sentence and entered into custody of the DOC for the crime Murder is indicated as County Washington on December 15, 1995.

Jesperson’s earliest date of release from the DOC prisons system is March 1, 2063.

Keith Hunter Jesperson is currently incarcerated at the Oregon State Penitentiary (OSP) in Salem, Oregon.

Records obtained from the DOC indicate Keith Hunter Jesperson has been identified by U.S. Immigration and Custom Enforcement (ICE) as a Canadian national criminal alien who ICE has lodged an immigration detainer.

Some historical background information, Keith Hunter Jesperson, a long-haul truck driver, is credited in a multi state crime spree with killing at least eight women in the early to mid 1990s in Oregon, Washington, California and Florida.

Focusing on four Pacific Northwest murder victims of Keith Hunter Jesperson:

– Oregon identified murder victims of the serial killer include Taunja Bennett killed in January 1990 and Laurie Ann Pentland killed in November 1992;

– Washington identified murder victims of the serial killer include Angela Surbrize killed in January 1995 and Julie Ann Winningham killed in March 1995.

The “Criminal Alien of the Week Report” on Saturday, September 19, 2020 sent via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) Alethea Smock a request for information on the historical immigration status of Keith Hunter Jesperson.

On Wednesday, September 23, 2020 ICE Public Affairs Officer Smock sent via e-mail the following statement on Keith Hunter Jesperson:

“U.S. Immigration and Customs Enforcement lodged a detainer with the Oregon Department of Corrections Dec. 12, 1998, on convicted murderer Keith Hunter Jesperson so the agency can assume custody of him and remove him to Canada upon his release from prison.

The former Immigration and Naturalization Service (INS) encountered Jesperson in January 1996 at the Oregon State Penitentiary while serving a murder sentence. INS issued him charging documents in February 1996 and entered him into immigration proceedings. In May 1996, an immigration judge ordered his removal from the U.S.” – Alethea Smock, ICE Public Affairs Officer.

Canadian serial killer Keith Hunter Jesperson on August 1, 2020 was one of 117 criminal aliens incarcerated for homicide in the Oregon Department of Corrections prison system who have immigration detainers lodged on them.

Information obtained from the Oregon Department of Corrections (DOC) indicated on August 1, 2020 that 446 of 826 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for three types of sex crimes — rape, sex abuse and sodomy — 54.00 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for sex crimes in DOC prisons does not necessarily equal the number of Oregon residents victimized by alien rape, sex abuse and sodomy.).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table is a numerical breakdown by number and percentage of the 446 criminal alien inmates incarcerated on August 1st in the state’s prisons for the crimes of rape, sex abuse and sodomy.

Criminal aliens incarcerated in DOC prisons committed at least one sex crime in 24 of 36 Oregon counties — 66.67 percent of the counties in the state.

Seven Oregon counties, Marion (121 alien sex offenders), Washington (107 alien sex offenders), Multnomah (75 alien sex offenders), Lane (25 alien sex offenders), Clackamas (23 alien sex offenders), Jackson (14 alien sex offenders) and Yamhill (14 alien sex offenders) had 379 of 446 criminal alien inmates incarcerated in DOC prisons for sex crimes — 84.98 percent of the alien sex offenders incarcerated in the state’s prisons.

Seven Oregon counties, Multnomah (28 alien inmates convicted of homicidal crimes), Marion (24 alien inmates convicted of homicidal crimes), Washington (18 alien inmates convicted of homicidal crimes), Umatilla (9 alien inmates convicted of homicidal crimes), Clackamas (7 alien inmates convicted of homicidal crimes), Jackson (5 alien inmates convicted of homicidal crimes) and Lane (5 alien inmates convicted of homicidal crimes) had 96 of 117 criminal alien inmates incarcerated in DOC prisons for homicidal violence — 82.05 percent of the alien inmates in the state’s prisons for homicidal crimes.

It has been an interesting third week in the month of September 2020 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we report for your radio listeners on the death of a criminal illegal alien who had been serving a life sentence for homicide in an Oregon prison.

On Tuesday, September 8, 2020 the Oregon Department of Corrections (DOC) issued a news release titled “Oregon State Penitentiary reports two in-custody deaths.”

The DOC news release identified Arturo Mora Ruiz aka Arturo Ruiz (SID: 6099997; DOB: 05/23/1961), age 59, as one of individuals who died on September 5, 2020. He died in a local hospital.

Arturo Mora Ruiz had been incarcerated since June 18, 1985 by the Oregon Department of Corrections (DOC), most recently at the Oregon State Penitentiary (OSP) in Salem, where he was serving a life sentence for the crime of homicide out of Jackson County.

Inmate records obtained from the DOC indicated Arturo Mora Ruiz was a Mexican national U.S. Immigration and Custom Enforcement (ICE) had identified as a criminal alien, furthermore, the fact ICE had lodged an immigration detainer on him.

The “Criminal Alien of the Week Report” on Wednesday, September 9, 2020 sent via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs a request for information on the historical immigration status of Arturo Mora Ruiz.

On Tuesday, September 15, 2020 ICE Public Affairs Officer (PAO) Tanya Roman sent via e-mail the following statement on Arturo Mora Ruiz:

“Arturo Mora-Ruiz was a Mexican citizen illegally present in the United States.

“On May 30, 1985, the Jackson County Circuit Court convicted Mora-Ruiz of one count of murder and sentenced him to life imprisonment.

“On Sept. 26, 1988, an immigration judge ordered Mora-Ruiz removed from the United States to Mexico.” – Tanya Roman, ICE Public Affairs Officer.

“On Background (To be attributed to an ICE Official):

Mora-Ruiz’ records are currently housed at the National Records Center (NRC). Therefore, U.S. Immigration and Customs Enforcement (ICE) has no further information readily available about his case.” – ICE Public Affairs.

Prior to the death of Arturo Mora Ruiz, including him, on August 1, 2020 there were 826 criminal aliens incarcerated in the Oregon Department of Corrections prison system.
