On November 1, 2018 Oregon’s Marion County had 226 of the 909 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 24.86 percent of the criminal aliens in DOC prisons.

The following table reveals how Marion County residents were harmed or victimized by the 226 criminal aliens incarcerated on November 1st in the DOC prison system with U.S. Immigration and Customs Enforcement (ICE) ICE detainers.

Information obtained from the Oregon Department of Corrections (DOC) indicated on November 1, 2018 that 171 of 909 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for the crime of rape — 18.81 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for rape in DOC prisons does not necessarily equal the number of Oregon residents victimized by the violent crime of rape).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number of criminal alien inmates along with the number and percentage of those alien inmates incarcerated on November 1st in the state’s prisons for the crime of rape.

Seven Oregon counties, Multnomah (36 alien inmates convicted of homicidal crimes), Marion (22 alien inmates convicted of homicidal crimes), Washington (21 alien inmates convicted of homicidal crimes), Umatilla (9 alien inmates convicted of homicidal crimes), Clackamas (7 alien inmates convicted of homicidal crimes), Lane (6 alien inmates convicted of homicidal crimes) and Jackson (5 alien inmates convicted of homicidal crimes) had 106 of 132 criminal alien inmates incarcerated in DOC prisons for homicidal violence — 80.30 percent of the alien inmates in the state’s prisons for homicidal crimes.

Criminal aliens from 19 different countries have committed homicidal violence against Oregon residents.

Foreign nationals who declared their country or origin as being Mexico were 102 of 132 criminal aliens convicted of homicidal crimes incarcerated in the DOC prison system — 77.27 percent of the alien inmates in the state’s prisons for homicidal crimes.

Using DOC ICE immigration detainer numbers, the following table reveals the self-declared countries of origin of the 132 criminal alien inmates by number and percentage incarcerated on November 1st in the state’s prisons for homicidal crimes.

It has been an interesting third full week in the month of December when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we take a look at for your radio listeners an illegal alien who has been convicted of murder in the State of Oregon.

Enrique Solis-Garcia (SID: 22526331; DOB: Jul 17, 1979), age 39, on December 7, 2018 pled no contest to the charge of murder in a Jackson County Circuit Court room in Medford, Oregon in connection with the September 11, 2017 death of Noemi Ruiz, age 32.

According to a Jackson County District Attorney’s Office December 11, 2018 media release Noemi Ruiz was in the process of ending a relationship with Enrique Solis-Garcia.

The District Attorney’s Office media release revealed that an autopsy report on Noemi Ruiz’s body indicated that she had been stabbed 40 times.

As a couple, Noemi Ruiz and Enrique Solis-Garcia were the parents of two school age daughters.

Tuesday, December 11, 2018 Jackson County Circuit Court Judge Laura Cromwell sentenced Enrique Solis-Garcia to life in prison without the possibility of parole until he serves 25 years.

On December 18, 2018 Enrique Solis-Garcia was incarcerated at the Jackson County Jail in Medford, Oregon.

Wanting to know on immigration status of Enrique Solis-Garcia, I contacted via e-mail on Wednesday, December 18, 2018 U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer Tanya J. Roman.

Here are some of the written questions I sent to ICE Public Affairs Officer Roman:

Is Enrique Solis-Garcia currently illegally present in the United States of America (USA)?

When Enrique Solis-Garcia murdered Noemi Ruiz was Solis-Garcia illegally present in the USA?

Can ICE confirm if an immigration detainer was placed on Enrique Solis-Garcia since he has been incarcerated at the Jackson County Jail?

If ICE Officers placed immigration detainer on Enrique Solis-Garcia will the Jackson County Jail honor that immigration detainer?

Has Enrique Solis-Garcia ever served time in a federal prison for an immigration crime or violation?

How many times has ICE removed Enrique Solis-Garcia from the USA?

Do ICE Officers know if Enrique Solis-Garcia’s actual county origin?

On Wednesday afternoon, December 19, 2018 here is what ICE Public Affairs Officer Roman had to say via e-mail in response to my inquiry for information on Enrique Solis-Garcia:

“ICE lodged a detainer with the Jackson County Jail on Enrique Solis-Garcia, a citizen of Mexico, Dec.13. Solis-Garcia has not been previously removed from the United States.” – Tanya J. Roman, ICE Public Affairs Officer.

“On background:

ICE does not speak for local jurisdictions regarding their level of cooperation on detainers. Please contact the Jackson County Jail.” – ICE Public Affairs.

Not getting my first two questions initially answered, I resubmitted the following questions via e-mail to ICE Public Affairs Officer Roman:

Is Enrique Solis-Garcia currently illegally present in the United States of America (USA)?

When Enrique Solis-Garcia murdered Noemi Ruiz was Solis-Garcia illegally present in the USA?

Here is ICE Public Affairs Officer Tanya J. Roman’s same day e-mail response to my two questions:

“Yes to both” – Tanya J. Roman, ICE Public Affairs Officer.

Putting some of the pieces of this tragic story together, Enrique Solis-Garcia, a Mexican national illegal present in the country, murdered Noemi Ruiz by stabbing her 40 times. The collateral damage of Noemi Ruiz’s death means two school age daughters are now motherless.

A very troubling fact, none of the local news media covering the murder of Noemi Ruiz even bothered to investigate the immigration status of Enrique Solis-Garcia.

Information obtained from the Oregon Department of Corrections (DOC) indicated on November 1, 2018 that 731 of the 909 foreign nationals (criminal aliens) in the state’s prison system were Mexican nationals — 80.42 percent of the criminal alien prison population (Note: The number of Mexican nationals incarcerated in DOC prisons does not necessarily equal the number of Oregon residents victimized by this specific group of criminal aliens).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on November 1st in the state’s prisons who declared themselves as being Mexican nationals.

Mexican (MEX) national criminals were sent to DOC prisons from 27 of 36 Oregon counties —75.00 percent of the counties in the state.

Six Oregon counties, Marion (199 MEX inmates), Washington (148 MEX inmates), Multnomah (117 MEX inmates), Clackamas (64 MEX inmates), Lane (31 MEX inmates) and Jackson (28 MEX inmates) had 587 of the 731 Mexican national inmates incarcerated in DOC prisons — 80.30 percent of the criminal alien inmates.

Using DOC ICE detainer numbers, the following table reveals the number and percentage of Mexican national inmates incarcerated on November 1st that were sent  to prison from the state’s 36 counties.

Beyond the DOC Mexican national incarceration numbers and incarceration percentages, per county and per type of crime, criminal aliens from Mexico pose high economic cost on Oregonians.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($108.26) per day.

The DOC’s incarceration cost for 731 Mexican national inmates is approximately ($79,138.06) per day, ($553,966.42) per week, and ($28,885,391.90) per year.

None of preceding cost estimates for the DOC to incarcerate the 731 Mexican national inmates includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.

The Oregon Department of Corrections (DOC) November 1, 2018 Inmate Population Profile indicated there were 14,891 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on November 1st there were 909 foreign nationals (criminal aliens) incarcerated in the state’s prison system; criminal aliens were 6.10 percent of the total prison population.

Some background information, all the criminal aliens incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE detainers placed on them.

Using DOC Inmate Population Profiles and ICE detainer numbers, the following table reveals the total number inmates, the number of domestic and criminal alien inmates along with the percentage of inmates with ICE detainers incarcerated on November 1st in the state’s prisons.

It has been an interesting second full week in the month of December when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we take a look at for your radio listeners a criminal alien who is charged with murder in the State of Washington.

Since February 17, 2018 Adan Virgen-Ponce (ID: 0000064915; DOB: 02/21/81), age 37, has been incarcerated at the Franklin County Jail located in Pasco Washington where a viewing of the jail’s Daily Custody Report reveals he has been charged with First Degree Murder. Adan Virgen-Ponce’s bail is set at $1,000,000.00. He also has an ICE Hold.

A February 20, 2018 Pasco Police facebook posting reveals after an eight year saga Police Detectives with the help of the Federal Bureau of Investigation (FBI) were able to get Adan Virgen-Ponce extradited back to the United States of America from Mexico to face justice in connection with his part in the alleged stabbing death on February 7, 2010 of Froilan Godines, age 41.

Froilan Godines, a father of seven children, was killed while working as a doorman at the El Patron nightclub and restaurant in Pasco, Washington, the day before his 42nd birthday.

“ICE lodged a detainer with the Franklin County Jail on Adan Virgen-Ponce, aka Yovan lopez-Perez, a citizen of Mexico, after he was arrested on local charges. Virgen-Ponce has been removed him from the U.S. on six prior occasions and he voluntarily returned once. On May 10, 2004, Virgin-Ponce was convicted in U.S. District Court for violation of 8 USC 1325/Present Without Admission and was sentenced to 45-days incarceration.” – Tanya J. Roman, ICE Public Affairs Officer.

“On background:

ICE does not speak for local jurisdictions regarding their level of cooperation on detainers. Please contact the Franklin County Jail.” – ICE Public Affairs.

A troubling fact, according to U.S. Customs and Border Protection (CBP) Border Patrol Criminal Alien Statistics 6,259 criminal aliens were taken into custody and arrested for attempting to illegally enter or reenter the USA in Fiscal Year 2018 Year to Date (FY2018YTD), October 1, 2017 – August 31, 2018 (Note: CBP’s Fiscal Year runs from October 1, 2017 – September 1, 2018).
