By David Olen Cross The United States having a significant foreign national population residing within the nations boundaries, be they legally or illegally present in the country, unfortunately includes those who commit crimes.

The extent and impact of foreign national crime on the U.S. citizens and residents of this country is unambiguously revealed by a simple search on the U.S. Federal Bureau of Prisons (BOP) inmates statistics website under the heading of inmate citizenship.

Here are the countries of origin, moreover, the number and percentage of those countries citizens recently incarcerated in the U.S. BOP prison system (The most recent BOP crime numbers available were from March 25, 2017.).

Inmate Citizenship:

– México 26,737 inmates, 14.2 percent;
– Colombia 1,676 inmates, 0.9 percent;
– Dominican Republic 1,563 inmates, 0.8 percent;
– Cuba 1,248 inmates, 0.7 percent;
– Other / unknown countries 9,685 inmates, 5.1 percent;
– United States 147,587 inmates, 78.3 percent;

Total Inmates 188,496 inmates.

To explain the meaning of these preceding criminal alien inmate numbers and percentages, I will translate them into words:

Combining March 25th BOP criminal alien inmate numbers, there were 40,909 criminal aliens in the BOP prison system. Alien inmates were 21.7 percent of the federal prison population; more than two in every ten inmates were criminal aliens.

With 26,737 Mexican nationals being incarcerated in the BOP prison system, at 65.4 percent, they were the vast majority of criminal aliens in federal prisons.

The U.S. Federal Bureau of Prisons breaks down the federal prison population into 13 types of offenses. One of the top five offenses, the reason inmates are serving time in federal prisons is for immigration crimes. There were 14,798 inmates in the BOP prison system incarcerated for immigration crimes; they were 8.4 percent of the federal prison population.

A wakeup call to all American citizens, eventually the majority of these criminal aliens from México, Colombia, Dominican Republic, Cuba and other countries will be released from the BOP prison system after completing their prison terms.

United States citizens should, if they haven’t already, contact their members of Congress (two Senators and one Representative) and tell them to support President Donald J. Trump’s proposal to build a wall (fences and technology) along the U.S. border with Mexico to stop the tens of thousands of criminal aliens, once they are released from the federal prison system and deported by U.S. Immigration and Customs Enforcement to their countries of origin, ability to illegally return to this nation and harm its citizens and residents.

It has been an interesting fourth full week in the month of April when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest.

This week we take a look at for your radio listeners for a second time this month illegal aliens who transport illicit drugs up Interstate-5 (I-5).

On Wednesday, April 5, 2017 an Oregon State Police (OSP) Trooper stopped a 1996 Ford Taurus with a California license plate for a turn signal violation on I-5, near mile post 243, which is located in Marion County, Oregon. The two occupants of the Ford Taurus were the driver Arturo Lua Carbajal, age 47, and the passenger Ernesto Chavez-Cruz, age 54.

The OSP Trooper, suspecting criminal activity, requested consent to search the Taurus which was apparently granted by the men.

Searching the vehicle OSP discovered 14 pounds of Methamphetamine in a garbage bag in the trunk of the car.

Discovering the meth, the OSP arrested Arturo Lua Carbajal (SID: 22258967) and Ernesto Chavez-Cruz (SID: 22259962) and transported them to the Marion County Correctional Facility (MCCF) located in Salem, Oregon where both men were incarcerated on the charges of Possession and Delivery of Methamphetamine.

Wanting to know the immigration status of Arturo Lua Carbajal and Ernesto Chavez-Cruz, I contacted via e-mail on Monday, April 17, 2017 Northwest Immigration and Customs Enforcement (ICE) Spokesperson Rose M. Richeson.

Four days later, on Friday, April 21, 2017 here is what ICE Spokesperson Richeson had to say via e-mail in response to my inquiry for information on the alleged drug traffickers:

“These statements can be attributed to me – Rose Richeson, U.S. Immigration and Customs Enforcement spokesperson: On April 7, U.S. Immigration and Customs Enforcement (ICE) lodged a detainer against Arturo Lua-Carabal, who is currently being held in the Marion County Jail. The detainer requests that authorities notify ICE prior to Mr. Lua’s release enabling ICE to take custody and pursue possible administrative immigration enforcement action. Department of Homeland Security (DHS) databases indicate Mr. Lua is a Mexican national who was repatriated to Mexico 17 times between 2011 to 2014.

Department of Homeland Security (DHS) databases indicate Ernesto Chavez-Cruz is a Mexican national who was repatriated to Mexico twice in 2001. ” – Rose M. Richeson

Summation of the preceding information:

Mexican national Arturo Lua-Carabal has been repatriated to his country of origin 17 times between the years 2011 and 2014. During Arturo Lua-Carabal’s 18th known time in the U.S. on April 5, 2017 he was arrested on various drug charges for allegedly being the driver of a car transporting 14 pounds of Methamphetamine up I-5 in a section of the freeway located in Marion County, Oregon.

On April 7th ICE lodged an immigration detainer request on Arturo Lua-Carabal who is currently incarcerated at the MCCF which is located in Salem Oregon. Arturo Lua-Carabal’s bail on the jail’s website is listed at $1,000,000.00.

Mexican national Ernesto Chavez-Cruz has been repatriated to his country of origin twice in 2001. During Ernesto Chavez-Cruz’s 3rd known time in the U.S. on April 5, 2017 he was arrested on various drug charges relating to being a passenger in a car allegedly transporting significant quantity of Methamphetamine up I-5 in a section of the freeway located in Marion County, Oregon.

According to a source close to the case, Ernesto Chavez-Cruz was released from the Marion County Correctional Facility before ICE was made aware of his arrest and/or presence at the jail, so ICE did not have the opportunity to lodge an immigration detainer on him.

To the best of my knowledge, Ernesto Chavez-Cruz is not at this time in the custody of any federal, state or county law enforcement agency.

A troubling fact, the MCCF does not contact ICE when individuals with immigration detainers are released from the jail.

An example of the MCCF not honoring immigration detainers was exposed in a U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations, Weekly Declined Detainer Outcome Report For Recorded Declined Detainers Jan. 28 – Feb 3, 2017.

The ICE Declined Detainer Outcome Report revealed that on December 30, 2016 ICE issued to the MCCF an immigration detainer on a Mexican national convicted of Indecent Exposure; on January 31, 2017 the MCCF declined the ICE immigration detainer on the individual.

On March 1, 2017 Oregon’s Marion County had 236 of the 974 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 24.23 percent of the criminal aliens in DOC prisons.

The following table reveals how Marion County residents were harmed or victimized by the 236 criminal aliens incarcerated on March 1st in the DOC prison system with U.S. Immigration and Customs Enforcement (ICE) immigration detainers.

It has been an interesting second full week in the month of April when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest.

This week we take a look at for your radio listeners illegal aliens who transport illicit drugs up Interstate-5 (I-5).

On Friday, March 31, 2017 an Oregon State Police (OSP) Trooper stopped a 2007 Mercury SUV driven by Juan Yonic Perez-Palafox for a traffic violation on I-5, near milepost 33, just north of Medford, Oregon.

The OSP Trooper, suspecting criminal activity, obtained the consent of Perez-Palafox to search the SUV. State Police Troopers searching the vehicle discovered six kilos (that’s more than13 pounds) of cocaine in the back seat.

Discovering the narcotics, the OSP took Juan Yonic Perez-Palafox (Offender ID: 205976) into custody and transported him to the Jackson County Jail, located in Medford, Oregon, where he was incarcerated on the charges of Possession, Delivery and Manufacturing of Cocaine.

Since Juan Yonic Perez-Palafox initial arrest on narcotics charges, he has been moved to the Josephine County Jail which is located in Grants Pass, Oregon.

According to the OSP, Perez-Palafox is a resident of the State of Washington.

Wanting to know the immigration status of Juan Yonic Perez-Palafox, I contacted via e-mail on April 10, 2017 Northwest Immigration and Customs (ICE) Spokesperson Rose M. Richeson.

The next day, on April 11, 2017 here is what ICE Spokesperson Richeson had to say via e-mail in response to my inquiry for information on the alleged drug mule:

“The following releasable information can be attributed to me – Rose Richeson, U.S. Immigration and Customs Enforcement spokesperson:

Department of Homeland Security (DHS) databases indicate Juan Yonic Perez-Palafox is a Mexican national who was never lawfully admitted to the U.S. He was originally arrested by the U.S. Border Patrol in August 2005 and repatriated to Mexico the same day. Earlier this month, he was transferred to U.S. Immigration and Customs Enforcement (ICE) custody following his arrest on local criminal charges. Mr. Perez remains in ICE custody pending removal to Mexico.” – Rose M. Richeson

Summation of the preceding information: Juan Yonic Perez-Palafox is a Mexican national who illegally entered the U.S. in August of 2005 and was repatriated to his country of origin on the same day by the U.S. Border Patrol. During the time of Perez-Palafox’s second illegal entry into the country he was arrested by the Oregon State Police on various narcotics charges. Since Juan Yonic Perez-Palafox’s arrest by the OSP and incarceration in a county jail the rents jail beds to the feds, ICE officers have taken him into custody pending his deportation to Mexico.

On March 1, 2017 Oregon’s Washington County had 189 of the 974 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was third in foreign national crime in the state with 19.40 percent of the criminal aliens in DOC prisons.

The Oregon Department of Corrections (DOC) March 1, 2017 Inmate Population Profile indicated there were 14,654 inmates incarcerated in the DOC’s 14 prisons.

Data obtained from the DOC indicated that on March 1st there were 974 foreign nationals (criminal aliens) incarcerated in the state’s prison system; almost one in every fifteen prisoners incarcerated by the state was a criminal alien, 6.65 percent of the total prison population.

Some background information, all 974 criminal aliens currently incarcerated in the DOC prison system were identified by U.S. Immigration and Customs Enforcement (ICE), a federal law enforcement agency that is part of the U.S. Department of Homeland Security. If an inmate is identified by ICE as being a criminal alien, at the federal law enforcement agency’s request, DOC officials will place an “ICE detainer” on the inmate. After the inmate completes his/her state sanction, prison officials will transfer custody of the inmate to ICE.

Using DOC Inmate Population Profiles and ICE detainer numbers, the following table reveals the total number inmates, the number of domestic and criminal alien inmates along with the percentage of them with ICE detainers incarcerated on March 1st in the state’s prisons.

Beyond the DOC criminal alien incarceration numbers and incarceration percentages, per county and per crime type, or even country of origin, criminal aliens pose high economic cost on Oregonians.

An individual prisoner incarcerated in the DOC prison system costs the state approximately ($94.55) per day.

The DOC’s incarceration cost for its 974 criminal alien prison population is approximately ($92,091.70) per day, ($644,641.90) per week, and ($33,613,470.50) per year.

Even taking into account fiscal year 2016 U.S. Bureau of Justice Assistance, U.S. Department of Justice, State Criminal Alien Assistance Program (SCAAP) award of $1,788,075.00, if the State of Oregon receives the same amount of SCAAP funding for fiscal year 2017, the cost to incarcerate 974 criminal aliens to the DOC will be at least ($31,825,395.50).

None of preceding cost estimates for the DOC to incarcerate the 974 criminal aliens includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.
