On May 1, 2021 Oregon’s Marion County had 193 of the 742 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was first in foreign national crime in the state with 26.01 percent of the criminal aliens in DOC prisons.

It has been an interesting last full week in the month of June 2021when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we examine for Pacific Northwest radio listeners a previously removed from the United States criminal illegal alien sex offender arrested by U.S. Customs and Border Protection who was convicted of a sex crime in the state of Idaho.

According to a U.S. Customs and Border Protection (CBP) Public Affairs June 15, 2021 news release titled “Child Rapist Arrested at the Border in the RGV” CBP Agents operating out of the Rio Grande City Border Patrol Station on Monday, June 14, 2021 apprehend previously removed Peruvian national sex offender Pedro Asuncion Ore-Quispe, age 43, for illegally entering the United States.

An iCourt Portal – Online records & payments for the Idaho courts search reveals Pedro Asuncion Ore-Quispe (Blaine County District Court Case Number: CR-2013-3545; File Date: 11/26/2013) on 08/ 25/2014 plead guilty to one count of Rape-Female Under the Age of 16 and Perpetrator is 18 Years of Age or Older. Furthermore, on 10/27/2014 Pedro Asuncion Ore-Quispe was sentenced to six years determinate, eight years indeterminate, in the Idaho Department of Correction (DOC) prison system. Ore-Quispe was given a credit term of 347 days.

Background research by the ”Criminal Alien of the Week Report” discovered sexual predator Pedro Asuncion Ore-Quispe’s female victim was just 10-years-old when he first sexually abused her.

Wanting additional information on the historical immigration status of Pedro Asuncion Ore-Quispe, the “Criminal Alien of the Week Report” on Wednesday, June 16, 2021 contacted via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs.

On Wednesday, June, 23, 2021 ICE Public Affairs Officer Lori Haley responded via e-mail with the following statement on Pedro Asuncion Ore-Quispe:

“Pedro Asuncion Ore-Quispe, a citizen of Peru, was arrested in Nov. 2008 by the U.S. Border Patrol after he unlawfully entered the U.S. and was granted a voluntary return to Mexico. In November 2013, ICE Enforcement and Removal Operations (ERO) officers encountered and lodged a detainer against Ore-Quispe at the Blaine County (ID) Jail where he was being held following his arrest by local law enforcement for rape of a child under 16. In December 2019 and pursuant to the detainer, ERO officers arrested Ore-Quispe upon his release from the Idaho Dept. of Corrections. In accordance with an order by an immigration judge issued in January 2020, Ore-Quispe was removed to his home country on Feb. 10, 2020. On June 14, Ore-Quispe was arrested again by the U.S. Border Patrol in Texas, where USBP officers reinstated his prior removal order. ICE ERO officers lodged a detainer with the U.S. Marshal’s Service, where Ore-Quispe is currently in custody.”– Lori K. Haley, ICE Public Affairs Officer.

“ON BACKGROUND:

ICE continues to use the civil immigration enforcement priorities directed by the U.S. Department of Homeland Security (DHS) on Jan. 20, to focus its resources on threats to national security, border security and public safety. ICE will continue to carry out the duties of enforcing the laws of the United States to further the safety and security of our communities.

Individuals processed for removal receive their legal due process from federal immigration judges in the immigration courts, which are administered by the Executive Office for Immigration Review (EOIR). EOIR is an agency within the U.S. Department of Justice (DOJ) and is separate from DHS and ICE. Immigration judges in these courts make decisions based on the merits of each individual case; ICE officers carry out the removal decisions made by the federal immigration judges.” – ICE Public Affairs.

Twice removed from the United States, Peruvian national criminal alien sex offender Pedro Asuncion Ore-Quispe is an example of hundreds of aliens with sex crime convictions that U.S. Border Patrol Agents have apprehended in Fiscal Year 2021 who have illegally reentered the country.

Information obtained from the Oregon Department of Corrections (DOC) indicated on May 1, 2021 that 436 of 742 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for three types of sex crimes — rape, sex abuse and sodomy — 58.76 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for sex crimes in DOC prisons does not necessarily equal the number of Oregon residents victimized by alien rape, sex abuse and sodomy.).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table is a numerical breakdown by number and percentage of the 436 criminal alien inmates incarcerated on May 1st in the state’s prisons for the crimes of rape, sex abuse and sodomy.

Criminal aliens incarcerated in DOC prisons committed at least one sex crime in 24 of 36 Oregon counties — 66.67 percent of the counties in the state.

Seven Oregon counties, Marion (117 alien sex offenders), Washington (103 alien sex offenders), Multnomah (74 alien sex offenders), Lane (25 alien sex offenders), Clackamas (22 alien sex offenders), Yamhill (14 alien sex offenders) and Jackson (13 alien sex offenders) had 368 of 436 criminal alien inmates incarcerated in DOC prisons for sex crimes — 84.40 percent of the alien sex offenders incarcerated in the state’s prisons.

Information obtained from the Oregon Department of Corrections (DOC) indicated on May 1, 2021 that 112 of the 742 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for homicidal crimes (various degrees of murder and manslaughter) — 15.09 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for homicidal crimes in DOC prisons does not necessarily equal the number of Oregon residents killed by alien homicidal violence).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number criminal alien inmates along with the number and percentage of those alien inmates incarcerated on May 1st in the state’s prisons for homicidal crimes.

Seven Oregon counties, Multnomah (26 alien inmates convicted of homicidal crimes), Marion (24 alien inmates convicted of homicidal crimes), Washington (17 alien inmates convicted of homicidal crimes), Umatilla (9 alien inmates convicted of homicidal crimes), Clackamas (7 alien inmates convicted of homicidal crimes), Jackson (5 alien inmates convicted of homicidal crimes) and Lane (3 alien inmates convicted of homicidal crimes) had 91 of 112 criminal alien inmates incarcerated in DOC prisons for homicidal violence — 81.25 percent of the alien inmates in the state’s prisons for homicidal crimes.

It has been an interesting the second full week in the month of June 2021 when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.

This week we have a report for your radio listeners on an illegal alien, a repeat immigration violator, who has been charged with numerous crimes against a child in the state of Oregon.

On June 7, 2021 Marion County Sheriff’s Office (MCSO) arrested Rolando Ramos for two counts of Sodomy in the First Degree and three counts of Sex Abuse in the First Degree.

Rolando Ramos (SID: 17132903; DOB: 11/20/1985), age 35, is currently incarcerated at the Marion County Correctional Facility (MCCF) in Salem, Oregon.

An OREGON JUDICIAL DEPARTMENT – Online Records Search reveals the majority of the criminal cases and violations being or having been adjudicated in Marion County Circuit Court involving Rolando Ramos:

• File Date: 06/08/2021: Case Number: 21CR27277: Charged with two counts of Sodomy in the First Degree and three counts of Sex Abuse in the First Degree. Bail $250,000.00.

• File Date: 12/19/2013: Case Number: 13C47523: Charged with Driving Under the Influence of Intoxicants and Violation of Driving While Suspended. Convicted on 08/07/2014 of Driving Under the Influence of Intoxicants and Violation of Driving While Suspended.

• File Date: 11/07/2007: Case Number: 07C51583: Charged with Fleeing or Attempting to Elude a Police Officer and Reckless Driving. Convicted on 03/08/2008 of Fleeing or Attempting to Elude a Police Officer.

Marion County Correctional Facility historical online records on Rolando Ramos (Case Number: 07C51583; SID: 17132903; DOB: 11/20/1985) from January 1, 2010 indicate “Arrest :INS . . . Hold Auth: INS — HOLD INS . . . NO BAIL INS.”

Furthermore, Marion County Correctional Facility historical online records on Rolando Ramos (SID: 17132903; DOB: 11/20/1985) from November 1l, 2008 indicate “Arrest :INS . . . Hold Auth: INS — HOLD INS . . . NO BAIL INS.”

For the purpose of finding out information on the alleged sex crime victim, on June 15, 2021 the “Criminal Alien of the Week Report” contacted via e-mail Marion County Sheriff’s Office (MCSO) Public Information Officer (PIO) Sgt. Jeremy Landers requesting a probable cause statement on the arrest of Rolando Ramos.

On the same day MSCO Public Information Officer Sgt. Landers sent via e-mail the following e-mail response to the request for a probable cause statement:

“The PC statement you are requesting is not available for public release due to it containing child abuse information (12 year old victim).” – Sgt. Jeremy Landers, MSCO Public Information Officer.

Wanting information on the historical immigration status of Rolando Ramos, the “Criminal Alien of the Week Report” on Saturday, June 12, 2021 contacted via e-mail U.S. Immigration and Customs Enforcement (ICE) Public Affairs Officer (PAO) David Yost. The PAO covers the Northwest region of the country.

On Wednesday, June 16, 2021 ICE Public Affairs Officer Yost responded via e-mail with the following statement on Rolando Ramos:

“Rolando Ramos, 35, is a Mexican national unlawfully present in the United States.

U.S. Immigration and Customs Enforcement (ICE) took Ramos into custody twice in 2008, following arrests by local law enforcement, and he was granted voluntary return to Mexico on both occasions, once in May 2008 and a second time in November 2008.

He subsequently reentered the U.S., and was arrested by local law enforcement again in January 2010. At that time, ICE lodged a detainer, and he was transferred to ICE custody and placed into removal proceedings.

An immigration judge ordered his removal from the U.S. in February 2010.

In each of these instances, Ramos was processed through the Northwest ICE Processing Center (NWIPC).

There have been three detainers lodged and he has been removed three times.” – David Yost, ICE Public Affairs Officer.

Criminal alien, repeat immigration violator, Rolando Ramos, if convicted in a court of law for the alleged sex crimes against a 12-year-old child, could join as many as 358 Mexican nationals convicted of sex crimes, all of them with immigration detainers, who on May 1, 2021 were incarcerated in the DOC prison system.
