Oregon Department of Corrections: Criminal Alien Report for Asia-Pacific Countries May 2022

Information obtained from the Oregon Department of Corrections (DOC) indicated on May 1, 2022 that 53 of the 646 foreign nationals (criminal aliens) in the state’s prison system self-declared their countries of origin as being located in Asia-Pacific countries. — 8.20 percent of the criminal alien prison population.

Criminal aliens from 17 Asia-Pacific identified countries were incarcerated in the DOC prison system.

Some background information, all 53 criminal aliens incarcerated in the DOC prison system from Asia-Pacific countries were identified by U.S. Immigration and Customs Enforcement (ICE) and have ICE immigration detainers placed on them.

Using DOC ICE immigration detainer numbers, the following table reveals the self-declared countries of origin of the 53 criminal alien inmates from Asia-Pacific countries by number and percentage incarcerated on May 1st in the state’s prisons.

Here are the ways Oregon residents were victimized by the 53 criminal aliens from Asia-Pacific countries.

Real numbers, there were 21 of the 53 criminal alien inmates from Asia-Pacific countries incarcerated in DOC prisons for three types of sex crimes — rape, sodomy and sex abuse — 39.62 percent of the alien inmates from the Asia-Pacific countries in the state’s prisons.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of criminal alien inmates from Asia-Pacific countries incarcerated on May 1st by type of crime.

Criminal aliens from Asia-Pacific countries incarcerated in DOC prisons committed at least one crime in 6 of 36 Oregon counties — 16.67 percent of the counties in the state.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of criminal alien inmates from Asia-Pacific countries incarcerated on May 1st that weresentto prison from the state’s 36 counties.

Beyond the DOC criminal alien incarceration numbers and percentages by countries of origin, by crime types or by the state’s counties, criminal aliens from Asia-Pacific countries pose a real economic cost to Oregon tax payers.

An individual inmate incarcerated in the DOC prison system costs the state approximately ($140.87) per day.

The DOC’s incarceration cost for its 53 criminal alien prison population from Asia-Pacific countries is approximately ($7,466.11) per day, ($52,262.77) per week and ($2,725,130.15) per year.

None of preceding cost estimates for the DOC to incarcerate the 53 criminal aliens from Asia-Pacific countries includes the dollar amount for legal services (indigent defense), language interpreters, court costs, or victim assistance.
