Lars Larson Show: Criminal Alien of the Week Report
April 18, 2019
It has been an interesting second full week in the month of April when it comes to criminal aliens (illegal aliens) here in the Pacific Northwest states of Oregon, Washington and Idaho.
This week we take a look at for your Pacific Northwest radio listeners at an illegal alien who allegedly raped a 27 year old woman in King County, Washington.
But first some background information, over the last couple of months I have requested from U.S. Immigration and Customs Enforcement (ICE) Public Affairs immigration enforcement stories from the U.S. Department of Homeland Security (DHS) law enforcement agency.
Monday, April 15, 2019 ICE Public Affairs Officer Tanya J. Roman sent via e-mail the following statement on alleged rapist Israel Ramos-Islas (ID: 219008578; DOB: Jan 28, 1985), age 34, a crime story with illegal immigration implications:
“On April 3, Israel Ramos-Islas, a Mexican citizen illegally present in the United States, was booked into the Regional Justice Center in Kent, Washington, on rape charges. On April 4, ICE lodged a detainer with the King County Jail in Seattle and the Regional Justice Center in Kent.” – Tanya J. Roman, ICE Public Affairs Officer.
Some more background information, apparently Israel Ramos-Islas posed as a rideshare driver in order to lure a female victim into his vehicle.
In King County, Washington Israel Ramos-Islas has been charged with multiple crimes including First Degree Rape. A King County Superior Court set Ramos-Islas’ bail at $750,000.00.
Since April 3, 2019 Israel Ramos-Islas has been incarcerated at the King County Regional Justice Center in Kent, Washington.
Analysis of the preceding information:
Clearly ICE agents are doing the job that was tasked to them in identifying foreign nationals illegally present in United States (U.S.), like Israel Ramos-Islas, who are incarcerated in King County Jails.
But ICE agents face an uphill battle in the enforcement of U.S. immigration law in King County, Washington.
Since November 10, 2009 when the Council of King County passed Ordinance 16692 county law enforcement has been prohibited from enforcing federal immigration law.
It is fortunate that Israel Ramos-Islas’s current bail has been set at $750,000.00 because King County Sheriff Mitzi Johanknecht has been prohibited by a September 3, 2014 Metropolitan King County Council Ordinance 17886 from honoring federal immigration detainers.
Since January 24, 2018 the U.S. Department of Justice has identified King County, Washington as possibly unlawfully restricting information sharing by its law enforcement officers with federal immigration authorities.
What does all the preceding information mean?
Neither the King County Sheriff’s Department nor will King County Jail Deputies contact ICE if Israel Ramos-Islas is able to make bail and return to the streets of the county.
The consequences of the King County Sheriff’s Department or King County Jail Deputies not being able to contact ICE, so the DHS law enforcement agency can take Israel Ramos-Islas into custody, means there is a high possibility of him fleeing to escape justice to his country of origin Mexico.
If Israel Ramos-Islas is able to flee to Mexico there is a very slim possibility of his alleged rape victim ever receiving any form of justice for the sex crime perpetrated against her.
