I thought today we could discuss on the Jayne Carroll Show this morning the Oregon Department of Corrections: Criminal Alien Report for August 2018.

Here are some significant facts from the Oregon Department of Corrections (DOC) report that I produce monthly for Oregon state, county and city governmental officials to help them assess the impact of foreign national crime in the state:

Total number of foreign nationals (criminal aliens): On August 1, 2018 there were 923 criminal aliens incarcerated in the DOC prison system— criminal aliens were 6.18 percent of the total prison population.

Homicides by criminal aliens: On August 1st 135 of the 923 criminal aliens in the DOC prison system were incarcerated for homicide — 14.63 percent of the criminal alien prison population.

Rapes by criminal aliens: On August 1st 172 of 923 criminal aliens in the DOC system were incarcerated for the crime of rape — 18.63 percent of the criminal alien prison population.

A very significant fact, the 172 criminal aliens in the DOC prison system incarcerated for rape were 17.48 percent of all inmates, domestic and foreign, in the state’s prisons for the crime of rape.

Multnomah County criminal aliens: On August 1st Multnomah County had 181 of the 923 criminal aliens incarcerated in the DOC prison system; the county was third in foreign national crime in the state with 19.61 percent of the criminal aliens in the state’s prisons.

Washington County criminal aliens: On August 1st Washington County had 197 of the 923 criminal aliens incarcerated in the DOC prison system; the county was second in foreign national crime in the state with 21.34 percent of the criminal aliens in the state’s prisons.

Marion County criminal aliens: On August 1st Marion County had 224 of the 923 criminal aliens incarcerated in the Oregon Department of Corrections prison system; the county was first in foreign national crime in the state with 24.27 percent of the criminal aliens in DOC prisons.

All the criminal aliens incarcerated in the DOC prison system on August 1, 2018 were identified by U.S. Immigration and Customs Enforcement (ICE) and had ICE detainers placed on them.

The preceding numbers and statistics have significance to the public safety of all Oregonians; as long as the State of Oregon continues to have a Sanctuary Statue ORS 181A.820, I believe the state’s residents will continue to harmed or victimized by these criminal alien invaders.

Jayne, Oregon’s registered voters need to “Vote Yes on Measure 105” on their 2018 Oregon General Election ballots to reduce the alien crime in this state.

On August 1, 2018 Oregon’s Multnomah County had 181 of the 923 foreign nationals (criminal aliens) incarcerated in the Oregon Department of Corrections (DOC) prison system; the county was third in foreign national crime in the state with 19.61 percent of the criminal aliens in DOC prisons.

The following table reveals how Multnomah County residents were harmed or victimized by the 181 criminal aliens incarcerated on August 1st in the DOC prison system with U.S. Immigration and Customs Enforcement (ICE) ICE detainers.

This table reveals, using the DOC ICE detainer numbers from August 1st, the total number of criminal alien inmates incarcerated in the DOC prison system by type of crime from all Oregon counties, the total number of criminal alien inmates from Multnomah County in DOC prisons by type of crime and the percentage of those alien inmates who were from the county by type of crime.

Information obtained from the Oregon Department of Corrections (DOC) indicated on August 1, 2018 that 172 of 923 foreign nationals (criminal aliens) in the state’s prison system were incarcerated for the crime of rape — 18.63 percent of the criminal alien prison population (Note: The number of criminal aliens incarcerated for rape in DOC prisons does not necessarily equal the number of Oregon residents victimized by the violent crime of rape).

Using DOC U.S. Immigration and Customs Enforcement (ICE) immigration detainer numbers, the following table reveals the total number of criminal alien inmates along with the number and percentage of those alien inmates incarcerated on August 1st in the state’s prisons for the crime of rape.

Significant numbers, the 172 criminal aliens in the DOC prison system incarcerated for rape were 17.48 percent of all inmates, domestic and foreign, in the state’s prisons for the crime of rape.

Using the DOC Inmate Population Profile and ICE immigration detainer numbers from August 1st, the following table reveals the total number inmates incarcerated for rape, the number of domestic and criminal alien inmates incarcerated for rape and the percentage rapes committed by criminal aliens.

Criminal aliens incarcerated in DOC prisons committed at least one crime of rape in 20 of 36 Oregon counties —55.56 percent of the counties in the state.

Five Oregon counties, Marion (48 rapists), Washington (44 rapists), Multnomah (25 rapists), Lane (13 rapists) and Clackamas (10 rapists) had 140 of 172 criminal alien inmates incarcerated in DOC prisons for the crime of rape — 81.40 percent of the alien inmates incarcerated for rape.

Using DOC ICE immigration detainer numbers, the following table reveals the number and percentage of criminal alien inmates incarcerated on August 1st that were sent to prison from the state’s 36 counties for the crime of rape.

Criminal aliens from 21 identified countries incarcerated in DOC prisons have raped Oregon residents.

Foreign nationals who declared their country or origin as being Mexico were 140 of 172 criminal aliens convicted of rape incarcerated in the DOC prison system — 81.40 percent of the alien rapists in the state’s prisons.

Using DOC ICE immigration detainer numbers, the following table reveals the self-declared countries of origin of the 172 criminal alien inmates by number and percentage incarcerated on August 1st in the state’s prisons for the crime of rape.
