Lars Larson Show: Criminal Alien of the Week Report

It has been an interesting second full week in the month of September when it comes to criminal aliens here in the State of Oregon.

This week we put another face to alien crime in the state for your radio listeners.

Monday, August 18, 2014 Mexican nationals Humberto Salgado-Salgado, age 36, and Juan Albert Lopez-Moroyoqui, age 50, were arrested by the Jackson County Sheriff’s SWAT team at a marijuana growing operation in rural Jackson County, Oregon on U.S. Forest Service Land in the Neal Creek drainage six miles South of Ashland.

The Sheriff’s SWAT team seized approximately 5,000 pot plants that were up to five feet in height at the grow site.

According to U.S. Attorney’s Office for the District of Oregon, Salgado-Salgado and Lopez-Moroyoqui have been charged with conspiracy to manufacture marijuana and manufacturing marijuana.

Beyond the federal marijuana charges, Juan Albert Lopez-Moroyoqui, was charged with being an alien who illegally returned to the United States after being deported for a drug related conviction (See link).

Some background information: the marijuana grow site was discovered in January 2014 by a Forest Service employee who was hunting.

Forest Service Special Agent Robert D. Caruthers Jr. led the investigation and filed a complaint on August 25th in a U.S. District Court of Medford concerning the marijuana grow operation.

In the complaint, Special Agent Caruthers described the marijuana grow site as a “Mexican style Drug Trade Organization grow.”

Since May, both federal and county law enforcement monitored the marijuana grow site until the marijuana grow was raided on August 28th.

Some fast facts:

– On August 1, 2014 the Oregon Department of Corrections (DOC) prison system incarcerated 1,093 criminal aliens (prisoners with immigration detainers); 154 of those alien prisoners (14.09 percent) were serving time for drug crimes;

– The self-declared counties of origin of the 154 criminal aliens serving time for drug crimes in DOC prisons by numbers and percentage per country equated to the following:

– 139 Mexico, 90.26 percent of alien prisoners;
– 3 Guatemala, 1.95 percent of alien prisoners;
– 3 El Salvador, 1.95 percent of alien prisoners;
– 2 Laos, 1.30 percent of alien prisoners;
– 2 Honduras, 1.30 percent of alien prisoners;
– 2 Russia, 1.30 percent of alien prisoners;
– 3 from other unidentified counties, 1.95 percent of alien prisoners.

– The following Oregon County Circuit Courts sent the most criminal alien to serve time for drug crimes in the DOC prison system:

– 63 Multnomah, 40.91 percent of alien prisoners;
– 26 Marion, 16.88 percent of alien prisoners;
– 20 Jackson, 12.99 percent of alien prisoners;
– 13 Washington, 8.44 percent of alien prisoners;
– 10 Clackamas, 6.49 percent of alien prisoners;
– 5 Deschutes, 3.25 percent of alien prisoners;
– 4 Douglas, 2.60 percent of alien prisoners;
– 4 Lane, 2.60 percent of alien prisoners;
– 3 Polk, 1.95 percent of alien prisoners;
– 2 Klamath, 1.30 percent of alien prisoners.
– 2 Yamhill, 1.30 percent of alien prisoners;
– 1 Benton, 0.65 percent of alien prisoners;
– 1 Umatilla, 0.65 percent of alien prisoners.
